BPK needs to use computer technology to improve audit quality. GAS is part of the common CAATTs and is most widely used by auditors in the audit process. GAS is a software application used by auditors to analyze and test client computer files. The purpose of this study is to identify and explore the factors that influence the use of GAS in BPK based on the Technology, Organization, and Environment (TOE) Framework theory using an IT Audit Quality Model research. This model divides the use of GAS into six variables, namely technology, organization, personal auditor, audit profession, client, and external factors. This study also uses auditor demographics such as gender, age, tenure, position, education level, office size, and office type as well as control variables to better understand the use of GAS in BPK.
This research is important because there are still few previous studies on GAS that focus on aspects of use within the TOE framework. In addition, there has also been no research that explores various factors in the use of GAS in government external auditors (BPK). Therefore, this study uses a mixed methods explanatory sequential design which consists of two stages. The first stage is a quantitative research using a questionnaire with Partial Least Square Structural Equation Model (PLS SEM) data analysis technique. The next stage is a qualitative research in the form of semi-structured interviews to dig deeper into the results of the previous research.
This study proves that the use of GAS in BPK is significantly influenced by audit profession, clients, personal auditors, and external factors variables. On the other hand, technology and organization variables have no significant effect. While the influential control variables are work units and office size. The qualitative research results also identified a new factor, namely the limited infrastructure of the local government, which caused the lack of use of GAS by auditors.
