This study is motivated by the government's effort to accelerate the digital transformation of population administration services through the implementation of the Digital Population Identity (Identitas Kependudukan Digital/IKD). Although the Population and Civil Registration Office of Yogyakarta City has implemented the Mobile Service Program (Program Jemput Bola) as a strategy to increase IKD activation, the activation rate has not yet achieved the expected target. This study aims to analyze the implementation of the Mobile Service Program in increasing Digital Population Identity activation among the people of Yogyakarta City and to identify the factors influencing the program's effectiveness.
This study employed a qualitative research method with a case study approach. Data were collected through interviews, observations, and documentation. The data were analyzed using the interactive model of Miles, Huberman, and Saldaña, consisting of data condensation, data display, and conclusion drawing. The analysis was based on Edy Sutrisno's (2010) effectiveness theory, which includes five indicators: program understanding, target accuracy, timeliness, goal achievement, and real change. In addition, Merilee S. Grindle's (1980) policy implementation theory was used as a supporting framework through the dimensions of content of policy and context of implementation to explain the implementation process.
The findings indicate that the Mobile Service Program has not yet been effective in increasing IKD activation in Yogyakarta City. Of the five effectiveness indicators, timeliness has been achieved, while program understanding, target accuracy, goal achievement, and real change remain insufficient. Based on Grindle's policy implementation theory, the content of policy has been well designed, including clear objectives, target groups, implementing actors, and adequate resources. However, the context of implementation still faces several challenges, including uneven dissemination of information, low levels of digital literacy, limited supporting devices, the community's continued preference for physical identity cards, and the limited utilization of IKD across public services. Therefore, improving the effectiveness of the Mobile Service Program requires strengthening public outreach, enhancing digital literacy, and expanding the implementation of IKD in various public services.
