Objective – This study aims to explore digital transformation governance practices in regional financial management and their implications for efficiency, transparency, and accountability within accounting and financial reporting functions.
Research Methods – This study employed a qualitative approach using a case study method at the Regional Financial and Asset Management Agency (BPKAD) of Denpasar City and Badung Regency. Data were collected through semi-structured interviews with six informants and documents from the Gadjah Mada Digital Transformation Governance Index (GM-DTGI). Data were analyzed thematically using NVivo, followed by Pattern Matching against the GM-DTGI framework and Cross-case Synthesis.
Findings – Digital transformation governance is implemented through the Regional Government Information System (SIPD) as the primary system for system and data integration and automated accounting and financial reporting. It supports efficiency through faster workflows, reduced manual work and duplicate data entry, transparency through information access and retrieval, and accountability through monitoring, verification, validation, access control, and transaction traceability. Implementation remains constrained by user capacity, system adaptation, technical disruptions, and reliance on centralized SIPD management by the Ministry of Home Affairs. The findings align with four relevant GM-DTGI pillars: Digital Ecosystem, Data Governance, Governance and Leadership, and Public Administration Reform and Change Management.
Limitation/Implications - his study is limited to accounting and financial reporting functions within the BPKAD of Denpasar City and Badung Regency. Successful digital transformation requires not only technology but also user capacity, change management, inter-institutional coordination, and system stability.
Originality - This study provides empirical evidence of how digital transformation governance, as reflected in the GM-DTGI, translates into regional financial management practices. It demonstrates that transformation extends beyond digital systems to integration, automation, data governance, and user and organizational change management in supporting efficiency, transparency, and accountability.
