This study aims to investigate the impact of organizational capital (economic, physical, human, and social), contingency planning effectiveness (CPE), and employee-organization relationship (EOR) on organizational performance, with organizational resilience as a mediator. This research responds to the disruptions of a volatile, uncertain, complex, and ambiguous (VUCA) environment, conceptualized as persistent stochastic and probabilistic shocks that drive organizations toward a tipping point. Through the synthesis of Resource Orchestration Theory (ROT) and High Reliability Theory (HRT), this study positions organizational resilience not as a static outcome but rather as a dynamic capability developed through resource orchestration mechanisms.
The research methodology employed an explanatory quantitative survey design across 132 tourism sector organizations in Indonesia, involving 132 managers and 543 employees as respondents. Data analysis was conducted by validating the aggregation of data from the individual to the organizational level, followed by hypothesis testing using Partial Least Squares Structural Equation Modeling (PLS-SEM).
The results reveal that organizational capital holistically exerts a positive and significant effect on organizational resilience. Organizational resilience is proven to operate as a full mediator in driving organizational performance, including fully mediating the relationship between CPE and organizational performance. Although the moderating roles of EOR and CPE are not statistically supported, CPE demonstrates a significant direct effect on organizational resilience. Specifically, the non-significant moderation of EOR provides empirical evidence regarding the failure of long-term relational loyalty assumptions within the fast-paced tourism ecosystem. This condition triggers a conceptual recontextualization from Organizational Support Theory (OST) to Social Exchange Theory (SET), where the functional-transactional relational flexibility of the workforce manifests as organizational adaptive agility.
The primary contribution of this study is the development of a novel empirical model and paradigm through the synthesis of ROT and HRT, as well as the rigorous recontextualization of OST into SET. Conceptually, resilience capability enables organizations to hibernate while absorbing shocks, recover to their initial condition (bouncing back), and utilize the tipping point of a crisis as a catalyst to transform and leap beyond past capacities (bouncing forward). Practically, this research provides strategic guidelines for management to orchestrate a complementary resource portfolio, enabling performance in an era of disruption.
