Maritim Raja Ali Haji (UMRAH). Penelitian ini menggunakan pendekatan kualitatif
deskriptif.
Meskipun masih
menghadapi berbagai keterbatasan sumber daya dan tantangan kelembagaan,
implementasi strategi kepemimpinan dekanat mampu mendukung terbentuknya tata
The development of new medical schools in Indonesia presents various
challenges in the areas of governance, human resources, and leadership. One
relatively rare phenomenon is the leadership of medical school deans with
non-medical backgrounds. This study aims to analyze the interpretation of
interdisciplinary strategic leadership by non-medical deans, identify the
strategic leadership practices implemented, and describe the implementation of
leadership strategies in building the governance of the Faculty of Medicine at
Raja Ali Haji Maritime University (UMRAH). This study employs a descriptive
qualitative approach. Data were collected through interviews, observations, and
documentation. Research informants were selected using purposive sampling,
consisting of the Dean’s Office, Vice Deans, Program Chairs, faculty members,
educational staff, and university leadership. Data analysis was conducted
through transcription, coding, identification of themes and subthemes, and
drawing conclusions.
The results of the study indicate that the understanding of
interdisciplinary leadership at the UMRAH Faculty of Medicine is shaped by two
main perspectives: the managerial perspective and the medical professional
perspective. The managerial perspective views interdisciplinary leadership as a
form of strategic management necessary for the development of a new faculty,
while the medical professional perspective emphasizes the importance of
scientific legitimacy and professional authority within the medical education
environment. The Dean’s Office’s practice of strategic leadership in an
interdisciplinary context is realized through a democratic-participatory
leadership style; a strategy of separating tasks and roles between managerial
and technical-medical functions; a strategy for securing human resources
through external networks; and a communication and coordination strategy that
combines formal and informal mechanisms. The implementation of these leadership
strategies demonstrates an adaptive and gradual process in establishing the
governance structure of the UMRAH Faculty of Medicine. Although it still faces
various resource constraints and institutional challenges, the implementation
of the Dean’s Office leadership strategies has supported the formation of an
initial faculty governance structure that enables the effective delivery of
medical education. The research findings indicate that interdisciplinary
strategic leadership remains relevant for application in medical faculties as
long as it is supported by collaboration, coordination, a clear division of
roles, and the ability to adapt to organizational dynamics.
