Palu City is a region with a high level of seismic hazard due to the presence of the Palu–Koro Fault and geological conditions characterized by a sedimentary basin that has the potential to amplify earthquake ground motions through local site effects. Although the Horizontal-to-Vertical Spectral Ratio (HVSR) inversion method is widely used to estimate shear-wave velocity (Vs) profiles, its inherent non-unique solution allows multiple subsurface models to produce equally acceptable fits to the observed data. This study aims to evaluate the consistency of HVSR inversion models using borehole data as geological constraints, analyze the variability of Vs models and Vs,30, and assess their influence on site response parameters, namely Peak Ground Acceleration (PGA) and Spectral Acceleration (Sa). The study utilized 231 single-station microtremor measurements collected in Palu City, from which 15 sites were selected for Vs,30 variability analysis using the Dinver inversion software. Each site was inverted seven times to generate an ensemble of models representing inversion uncertainty. The inversion results were validated by comparing the trends of the inverted Vs profiles with borehole lithological data. The Vs,30 values obtained from each model were subsequently used as site-condition parameters in three NGA-West2 Ground Motion Prediction Equation (GMPE) models, namely Boore et al. (2014), Campbell and Bozorgnia (2014), and Chiou and Youngs (2014), to estimate PGA, Sa at 0.2 s, and Sa at 1.0 s. The results indicate that the inverted Vs profiles are consistent with lithological variations observed in the borehole data, demonstrating that the inversion models adequately represent the subsurface stratigraphy. The ensemble approach produced Vs,30 coefficients of variation ranging from 4.47% to 17.11%. Variations in Vs30 propagated into the estimated site response parameters, with the smallest variability observed in PGA (0.07–3.38%), while the coefficients of variation for Sa (0.2 s) and Sa (1.0 s) ranged from 0.17–6.42% and 1.45–8.53%, respectively. These findings indicate that structures with longer natural periods are more sensitive to variations in local soil conditions than short-period structures. This study concludes that the ensemble-model approach provides a more reliable representation of HVSR inversion uncertainty than the conventional single deterministic model. The findings highlight the importance of incorporating the propagated uncertainty of inverted Vs models into GMPE-based site response analyses, particularly in sedimentary basins with complex geological settings. The proposed approach has the potential to be applied in other earthquake-prone regions to improve the reliability of seismic hazard assessment and support risk-informed infrastructure planning.
