Idle status of Regional Government Property (BMD) remains a significant issue in asset management within the DKI Jakarta Provincial Government. This research focuses on a 15,497 m² plot of land owned by the DKI Jakarta Provincial Government, located in Joglo Village, Kembangan District, West Jakarta, which has been designated for educational use but is currently occupied by a third party without an official utilization agreement. This study employs a mixed-method approach using three main analytical techniques: Root Cause Analysis(RCA) to identify the underlying causes of asset security issues, Analytical Hierarchy Process (AHP) to determine the priority type of educational facility, and Highest and Best Use (HBU) analysis to identify the most optimal mixed-use development alternative. The RCA results indicate that physical security is the most problematic aspect of asset protection, with root causes attributed to weak monitoring mechanisms, budget constraints, high supervisory workload relative to human resources, and the complexity of inter-agency coordination. The AHP results identify Senior High School (SMA) as the highest-priority educational facility alternative, with a priority weight of 33.5%. The HBU analysis shows that a Multipurpose Building is the most financially feasible supporting facility, generating an NPV of Rp77.691.485.899, IRR 30%, BCR 5,82, ROI 8,94 and a Payback Period of 5,2 years, while increasing land value from Rp18,984,000/m² to Rp20.076.616/m².
