Penelitian ini bertujuan untuk mengidentifikasi dan menentukan alternatif penggunaan tertinggi dan terbaik (Highest and Best Use) serta menganalisis dampak pembangunan dari alternatif penggunaan tertinggi dan terbaik terhadap aspek sosial, ekonomi, dan fiskal melalui pendekatan Cost Benefit Analysis (CBA) pada kawasan eks bangunan rumah dinas PT Kereta Api Indonesia (Persero) Daerah Operasi 6 Yogyakarta di Jalan Pemuda, Desa Tamanagung, Kecamatan Muntilan, Kabupaten Magelang. Objek penelitian merupakan aset idle dengan luas tanah 2.491,7 m² dan luas bangunan 598m2 yang telah kosong lebih dari enam tahun. Penelitian menggunakan metode campuran (mixed method) dengan strategi eksploratoris sekuensial melalui tiga tahap analisis, yaitu Analytical Hierarchy Process (AHP), Highest and Best Use (HBU), dan Cost Benefit Analysis (CBA). Data primer diperoleh melalui inspeksi, wawancara, dan kuesioner kepada lima keyperson internal PT Kereta Api Indonesia (Persero) DAOP 6 Yogyakarta serta masyarakat sekitar, sedangkan data sekunder berasal dari BPS, Bank Indonesia, RDTR Kawasan Perkotaan Mungkid dan Sekitarnya, serta literatur ilmiah. Hasil AHP menunjukkan bahwa Food Court menjadi alternatif prioritas dengan skor global tertinggi sebesar 0,274 (28,08%). Alternatif ini kemudian dikembangkan menjadi tiga varian mix-use untuk diuji melalui HBU. Hasil analisis menunjukkan bahwa alternatif Food Court dan Kios Oleh-Oleh merupakan penggunaan tertinggi dan terbaik dengan akumulasi Net Present Value (NPV) sebesar Rp 2.218.958.657 dengan masa proyeksi perpetuity, nilai properti pascapengembangan Rp 19.416.401.547, dan produktivitas lahan sebesar 27,77%. Hasil CBA menunjukkan pengembangan layak dilaksanakan dengan B/C Ratio > 1, net benefit masyarakat sebesar Rp 2.358.378.960, PT Kereta Api Indonesia (Persero) Daerah Operasi 6 Yogyakarta sebesar Rp493.534.908,40 per tahun, serta kontribusi fiskal bagi Pemerintah Kabupaten Magelang sebesar Rp23.312.977 per tahun.

This study aims to identify and determine the highest and best use alternatives (Highest and Best Use) and analyze the development impacts of the highest and best use alternatives on social, economic, and fiscal aspects through the Cost Benefit Analysis (CBA) approach in the former official residence building area of PT Kereta Api Indonesia (Persero) Regional Operations Area 6 Yogyakarta on Pemuda Street, Tamanagung Village, Muntilan District, Magelang Regency. The object of the study is an idle asset with a land area of 2,491.7 m² and a building area of 598 m2 that has been empty for more than six years. The study uses a mixed method with a sequential exploratory strategy through three stages of analysis, namely the Analytical Hierarchy Process (AHP), Highest and Best Use (HBU), and Cost Benefit Analysis (CBA). Primary data were obtained through observation, interviews, and questionnaires to five internal keypersons of PT Kereta Api Indonesia (Persero) DAOP 6 Yogyakarta and the surrounding community, while secondary data came from BPS, Bank Indonesia, RDTR of Mungkid Urban Area and Surroundings, and scientific literature. The AHP results indicated that the Food Court was the priority alternative with the highest global score of 0,267 (28,08%). This alternative was then developed into three mix-use variants to be tested through HBU. The analysis results show that the Food Court and Souvenir Kiosk alternative is the highest and best use with an accumulated Net Present Value (NPV) of Rp 2.218.958.657 with a perpetuity projection period, post-development property value of Rp 18,945,160,404, and land productivity of 27,77%. The CBA results show that the development is feasible with a B/C Ratio > 1, a net benefit to the community of Rp 2.358.378.960, PT Kereta Api Indonesia (Persero) Regional Operations Area 6 Yogyakarta of Rp 493,534,908.40 per year, and a fiscal contribution to the Magelang Regency Government of Rp 23,312,977 per year.
