This study examines the practice of book censorship in Kuwait from 2006 to 2021, beginning with the enactment of censorship regulations. Censorship is understood as the prohibition or control of the publication, production, distribution, and consumption of books, as well as a mechanism for regulating the bodies, thoughts, and consciousness of society. The study is motivated by the phenomenon of book-ban regulations, which resulted in the widespread prohibition of literary works (approximately 4,370 titles). Employing qualitative and descriptive-analytical methods, along with a dialectical approach, this research draws on Michel Foucault’s theory of power, the concept of the Streisand Effect, Michael Hardt and Antonio Negri’s concept of Multitude, and Mahfud MD’s concept of Law as a Product of Politics. The study also examines the relationship between politics and law, as well as the implications of censorship mechanisms for the production and circulation of literary works in Kuwait, including the consequences of censorship and its costs and benefits. The findings reveal that literary censorship in Kuwait functions not only as a mechanism for monitoring literary works but also as a state political strategy for controlling public discourse. Censorship practices impose restrictions on freedom of expression and encourage self-censorship among writers and publishers. However, the study also finds that book bans generate public resistance through alternative distribution channels and social media. Furthermore, censorship creates a paradox in which prohibited works often receive greater attention and popularity. Ultimately, the practice of censorship entails both benefits and drawbacks for society and the government in its implementation.
