Pengaruh Konfigurasi Geometri Gerbang dan Sistem Transaksi Pembayaran Tol Terhadap Kinerja Gerbang Tol Banyurejo

Gerbang tol
merupakan titik pelayanan yang berpengaruh terhadap kelancaran operasi jalan
tol karena kendaraan mengalami perlambatan, pemilihan gardu, transaksi, dan
percepatan kembali setelah melewati gardu. Gerbang Tol Banyurejo pada Ruas
Jalan Tol Yogyakarta-Bawen perlu dievaluasi karena ruas tersebut direncanakan
beroperasi secara bertahap, sehingga volume lalu lintas pada tahun awal
berpotensi terkonsentrasi pada gerbang ini. Penelitian ini bertujuan untuk
mengevaluasi kinerja kondisi awal Gerbang Tol Banyurejo, menganalisis pengaruh
alternatif konfigurasi geometri, dan menganalisis pengaruh alternatif sistem
transaksi terhadap kinerja gerbang tol.
Analisis
dilakukan menggunakan simulasi mikroskopik PTV Vissim berdasarkan data sekunder
berupa volume lalu lintas rencana, komposisi kendaraan, geometri gerbang,
jumlah gardu, sistem transaksi, dan waktu pelayanan kendaraan. Tahun simulasi
yang digunakan adalah 2026, 2027, 2028, 2030, dan 2035. Indikator utama kinerja
adalah panjang antrean maksimum terhadap batas Standar Pelayanan Minimal (SPM)
sebesar 67,10 m, sedangkan waktu tundaan digunakan sebagai indikator pendukung.
Kondisi awal dimodelkan berdasarkan desain Rencana Teknik Akhir (RTA).
Alternatif yang diuji terdiri atas alternatif konfigurasi geometri berupa extended
type gate dan satellite type gate, serta alternatif sistem transaksi
berupa Single Lane Free Flow berbasis Radio Frequency Identification
(SLFF RFID) dengan skenario 50?n 80%.
Hasil
simulasi kondisi awal menunjukkan bahwa Gerbang Tol Banyurejo memenuhi SPM pada
tahun 2026, 2028, 2030, dan 2035, tetapi tidak memenuhi SPM pada tahun 2027.
Tahun 2027 menjadi tahun kritis karena volume lalu lintas masih terkonsentrasi
pada Gerbang Tol Banyurejo sebelum seluruh ruas dan gerbang pada Jalan Tol Yogyakarta-Bawen
beroperasi. Pada tahun tersebut, seluruh gardu tidak memenuhi SPM dan panjang
antrean maksimum terbesar terjadi pada Gardu 6 sebesar 113,32 m. Alternatif extended
type gate menurunkan panjang antrean maksimum menjadi 76,15 m dan
menghasilkan waktu tundaan lebih kecil dibandingkan satellite type gate,
tetapi belum memenuhi SPM. Alternatif satellite type gate memenuhi SPM
dengan panjang antrean maksimum sebesar 65,22 m, meskipun waktu tundaannya
bukan yang paling kecil. Pada alternatif sistem transaksi, skenario SLFF RFID
50?lum memenuhi SPM karena satu gardu RFID melayani sekitar 50% volume
kendaraan dan menghasilkan panjang antrean maksimum 96,99 m. Skenario SLFF RFID
80% memenuhi SPM dengan panjang antrean maksimum 66,20 m dan waktu tundaan
maksimum 15,33 detik karena beban kendaraan RFID terbagi ke dua gardu. Dengan
demikian, alternatif yang memenuhi SPM adalah satellite type gate dari
sisi konfigurasi geometri dan SLFF RFID 80 dari sisi sistem transaksi.
Toll gates are critical service points in
toll road operations because vehicles decelerate, select toll booths, complete
transactions, and accelerate again after passing the booths. Banyurejo Toll
Gate on the Yogyakarta-Bawen Toll Road requires performance evaluation because
the corridor is planned to operate in stages, which may cause early-stage
traffic demand to be concentrated at this gate. This study aims to evaluate the
initial performance of Banyurejo Toll Gate, analyze the effect of geometric
configuration alternatives, and analyze the effect of toll transaction system
alternatives on toll gate performance.
The analysis was conducted using PTV Vissim
microscopic simulation based on secondary data, including planned traffic
volume, vehicle composition, toll gate geometry, number of toll booths,
transaction system, and vehicle service time. The simulated years were 2026,
2027, 2028, 2030, and 2035. The main performance indicator was the maximum
queue length compared with the Minimum Service Standard (MSS) limit of 67.10 m,
while delay was used as a supporting indicator. The initial condition was
modeled based on the Detailed Engineering Design (DED). The tested alternatives
consisted of geometric configuration alternatives, namely extended type gate
and satellite type gate, and transaction system alternatives, namely Single Lane
Free Flow based on Radio Frequency Identification (SLFF RFID) with 50% and 80%
scenarios.
The initial condition simulation shows that
Banyurejo Toll Gate meets the Minimum Service Standard in 2026, 2028, 2030, and
2035, but does not meet the standard in 2027. The year 2027 is identified as
the critical year because traffic demand is still concentrated at Banyurejo
Toll Gate before all sections and toll gates of the Yogyakarta-Bawen Toll Road
are fully operated. In that year, all toll booths exceed the queue length
limit, with the maximum queue occurring at Booth 6 at 113.32 m. The extended
type gate alternative reduces the maximum queue length to 76.15 m and produces
a lower delay than the satellite type gate, but it still does not meet the
Minimum Service Standard. The satellite type gate alternative meets the
standard with a maximum queue length of 65.22 m, although its delay is not the
lowest among all alternatives. For the transaction system alternatives, the 50%
SLFF RFID scenario does not meet the standard because one RFID booth serves
approximately 50% of the traffic volume, resulting in a maximum queue length of
96.99 m. The 80% SLFF RFID scenario meets the standard with a maximum queue
length of 66.20 m and a maximum delay of 15.33 seconds because the RFID traffic
demand is distributed between two booths. Therefore, the alternatives that meet
the Minimum Service Standard are the satellite type gate for geometric
configuration and the 80% SLFF RFID scenario for transaction system
improvement.
