This dissertation investigates the normative potential of Immanuel Kant’s categorical imperative for interpreting moral dilemmas encountered by teachers and for informing the formulation of a coherent and philosophically grounded code of ethics for teachers in Indonesia. As teachers increasingly confront ethically ambiguous situations ---ranging from disciplinary actions and assessment integrity to institutional pressures--- the need for a consistent moral framework becomes imperative.

This study adopts a qualitative, normative-philosophical methodology, combining conceptual analysis with reflective hermeneutics to engage Kant’s categorical imperative in dialogue with the lived realities of the teaching profession. By analyzing primary Kantian texts alongside contemporary ethical issues in Indonesian education, the study demonstrates that the categorical imperative ---particularly its principles of universality, duty, and the intrinsic dignity of persons--- offers a robust evaluative lens for moral decision-making in pedagogical contexts.

The findings reveal that, first, Kant’s moral philosophy can serve not merely as an abstract theory but as a practical ethical compass capable of guiding educators toward principled judgment and professional integrity. Second, the research identifies a critical gap in the existing ethical infrastructure: the absence of a unified, philosophically grounded national code of ethics for teachers in Indonesia has resulted in fragmented norms and diminished moral accountability. In response, this dissertation proposes a paradigmatic integration of Kantian imperatives with the values of Pancasila, thereby constructing an ethical framework that is both universally valid and contextually resonant. This synthesis offers a transformative vision for ethical education policy ---one that prioritizes reflective autonomy, moral consistency, and the development of educators as responsible moral agents.
