Peran Infrastruktur Dasar Dan Faktor Sosial-Ekonomi Terhadap Indeks Kemahalan Konstruksi Di Indonesia Serta Implikasinya Terhadap SDGs

Indeks Kemahalan Konstruksi (IKK) di Indonesia menunjukkan kesenjangan regional yang ekstrem, dengan rata-rata IKK tertinggi di Papua mencapai 204,33 dan Lampung sebagai terendah sebesar 91,47 selama periode 2015-2024, yang secara langsung menghambat pencapaian Sustainable Development Goals (SDGs). Penelitian ini bertujuan menganalisis determinan IKK menggunakan pendekatan ekonometrika panel data dinamis untuk mengatasi keterbatasan metodologis penelitian sebelumnya yang mengabaikan efek persistensi, heterogenitas regional, dan masalah endogenitas. Dengan menerapkan System Generalized Method of Moments (System GMM) two-step dengan koreksi Windmeijier pada data panel 33 provinsi Indonesia periode 2015-2024 (330 observasi), penelitian ini menganalisis pengaruh akses air bersih, akses listrik, kondisi kemantapan jalan, kualitas hunian, dan PDRB per kapita terhadap IKK, serta melakukan analisis sub-sampel untuk Indonesia Barat dan Indonesia Timur. 
Hasil estimasi mengungkap tiga temuan utama: (1) IKK menunjukkan persistensi tinggi (?=0,779) dengan half-life shock 2,8 tahun, yang berarti intervensi kebijakan harus bersifat berkelanjutan minimal tiga tahun agar efektif;  (2) akses listrik merupakan determinan terkuat dalam menurunkan IKK dengan koefisien jangka panjang sebesar -1,8282, di mana peningkatan 10 poin persentase elektrifikasi menurunkan IKK hingga  18,282 poin secara kumulatif; (3) analisis sub-sampel mengindikasikan heterogenitas struktural yang fundamental, yakni Indonesia Timur mengalami structural persistensi trap (?=1,292>1) yang bersifat eksplosif, berbeda secara diametral dengan Indonesia Barat (?=0,606) yang menunjukkan persistensi moderat. Long-run multiplier sebesar 4,5 mengimplikasikan komitmen kebijakan selama 9,2 tahun untuk merealisasikan 90?ek jangka panjang. Penelitian ini menghasilkan roadmap kebijakan infrastruktur terdiferensiasi yaitu strategi big push investment untuk memutus persistence trap di Indonesia Timur,  serta optimalisasi efisiensi infrastruktur eksisting di Indonesia Barat,  yang keduanya secara langsung mendukung percepatan pencapaian SDG 6, 7, 9, dan 11.

The Construction Cost Index (CCI) in Indonesia exhibits extreme regional disparities, with the highest average CCI in Papua reaching 204.33 and Lampung the lowest at 91.47 during the 2015-2024 period, directly hindering the achievement of the Sustainable Development Goals (SDGs). This study aims to analyze the determinants of CCI using a dynamic panel data econometric approach to address the methodological limitations of previous research that overlooked persistence effects, regional heterogeneity, and endogeneity issues. By applying the two-step System Generalized Method of Moments (System GMM) with Windmeijier correction to panel data from 33 Indonesia provinces over the 2015-2024 period (330 observations), This study analyzes the influence of access to clean water, electricity access, road conditions, housing quality, and GRDP per capita on CCI, and conducts sub-sample analysis for Western Indonesia and Eastern Indonesia.
The estimation results reveal three main findings: (1) CCI exhibits high persistence (?=0.779) with a shock half-life of 2.8 years, meaning policy interventions must be sustainable for at least three years to be effective;  (2) electricity access is the strongest determinant in reducing CCI with a long-term coefficient of -1.8282, where a 10 persentage point increase in electrification reduces CCI by au to 18.282 points cumulatively; (3) sub-sample analysis indicates fundamental structural heterogeneity, namely Eastern Indonesia experiences a structural persistence trap (?=1.292>1) which is explosive, diametrically different from Western Indonesia (?=0.606) which shows moderate persistence. The long-run multiplier of 4.5 implies a policy commitment of  9.2 years to realize 90% of the long-term effects. Tis research produces a differentiated infrastructure policy roadmap: a bid push investment strategy to break the persistence trap in Eastern Indonesia and optimization of existing infrastructure effieciency in Western Indonesia,  both of which directly support the acceleration of achieving SDG 6, 7, 9, and 11.
