KAJIAN VALUASI EKONOMI DAN PERSEPSI PENGUNJUNG RUANG TERBUKA HIJAU (RTH) TAMAN KOTA KEBUN BIBIT WONOREJO DI KOTA SURABAYA

Keberadaan Ruang Terbuka Hijau (RTH) memiliki peran penting dalam menjaga keseimbangan lingkungan di kawasan perkotaan. Taman Kota Kebun Bibit Wonorejo sebagai salah satu taman kota aktif di Kota Surabaya memiliki manfaat rekreasi, edukasi, konservasi, dan penghijauan sehingga perlu dinilai secara ekonomi untuk mengetahui besarnya manfaat yang dihasilkan serta mendukung pengelolaan yang berkelanjutan. Penelitian ini bertujuan untuk: (1) mengidentifikasi potensi di Taman Kota Kebun Bibit Wonorejo; (2) mengetahui tingkat persepsi pengunjung terhadap Taman Kota Kebun Bibit Wonorejo; serta (3) menghitung nilai ekonomi total Taman Kota Kebun Bibit Wonorejo.

Penelitian ini menggunakan pendekatan kuantitatif dengan metode observasi lapangan, wawancara terstruktur, dan kuesioner. Analisis dilakukan secara deskriptif untuk identifikasi potensi, skala likert untuk persepsi pengunjung, dan pendekatan Total Economic Value (TEV) yang mencakup nilai guna langsung, nilai guna tidak langsung, nilai pilihan, nilai warisan, dan nilai keberadaan. Nilai guna langsung diestimasi menggunakan Travel Cost Method (TCM), nilai guna tidak langsung menggunakan Total Benefit, sedangkan nilai pilihan, nilai warisan, dan nilai keberadaan diestimasi menggunakan Contingent Valuation Method (CVM) melalui pendekatan Willingness to Pay (WTP). Penelitian ini masih terbatas pada estimasi nilai nonpasar, sedangkan komponen nilai pasar yang berasal dari aktivitas pembibitan tanaman di Taman Kota Kebun Bibit Wonorejo belum dianalisis secara kuantitatif.

Hasil penelitian menunjukkan bahwa Taman Kota Kebun Bibit Wonorejo memiliki potensi yang baik ditinjau dari ketersediaan fasilitas, keberadaan flora dan fauna, serta aksesibilitas kawasan. Persepsi pengunjung terhadap kondisi taman berada pada kategori sedang hingga tinggi. Nilai ekonomi total Taman Kota Kebun Bibit Wonorejo diperoleh sebesar Rp8.039.902.985 per tahun yang terdiri atas nilai guna langsung sebesar Rp5.164.270.390, nilai guna tidak langsung sebesar Rp1.369.140.720, nilai pilihan sebesar Rp515.699.375, nilai warisan sebesar Rp674.063.750, dan nilai keberadaan sebesar Rp316.728.750.

The existence of Green Open Space (GOS) plays a crucial role in maintaining environmental balance in urban areas. As one of Surabaya's active city parks, Taman Kota Kebun Bibit Wonorejo offers recreational, educational, conservation, and urban greening benefits, and therefore requires an economic assessment to determine the extent of its benefits and support sustainable management. This study aims to: (1) identify the potential of  Kebun Bibit Wonorejo City Park; (2) assess visitor perceptions of Kebun Bibit Wonorejo City Park; and (3) estimate the total economic value of  Kebun Bibit Wonorejo City Park.

This study employed a quantitative approach using field observations, structured interviews, and a questionnaire. Analysis was conducted descriptively to identify potential, using a Likert scale for visitor perceptions, and using the Total Economic Value (TEV) approach, which encompasses Direct Use Value, Indirect Use Value, Option Value, Bequest Value, and Existence Value. Direct Use Value was estimated using the Travel Cost Method (TCM), Indirect Use Value using Total Benefit, while Option Value, Bequest Value, and Existence Value were estimated using the Contingent Valuation Method (CVM) using the Willingness to Pay (WTP) approach. This study is still limited to estimating non-market values, while the market value component derived from plant nursery activities in Kebun Bibit Wonorejo City Park has not yet been quantitatively analyzed.

The results of the study indicate that the Kebun Bibit Wonorejo City Park has good potential in terms of the availability of facilities, the presence of flora and fauna, and the accessibility of the area. Visitor perceptions of the park’s condition range from moderate to high. The total economic value of the Taman Kota Kebun Bibit Wonorejo is obtained at Rp8.039.902.985 per year consisting of Direct Use Value of Rp5.164.270.390, Indirect Use Value of Rp1.369.140.720, Option Value of Rp515.699.375, Bequest Value of Rp674.063.750, and Existence Value of Rp316.728.750.
