Efek Proyek Strategis Nasional terhadap Pertumbuhan Sektor Konstruksi Indonesia pada Era Kepresidenan Jokowi

Era kepresidenan Jokowi (2014–2024) menandai akselerasi pembangunan infrastruktur nasional melalui Proyek Strategis Nasional (PSN) sebagai manifestasi konkret kebijakan ekonomi sektoral. PSN yang mencakup ratusan proyek senilai triliunan rupiah diarahkan untuk meningkatkan konektivitas, produktivitas, dan pemerataan pembangunan antardaerah. Namun, distribusi investasi dan kapasitas sektor konstruksi masih menunjukkan ketimpangan spasial antarprovinsi yang signifikan.

Penelitian ini bertujuan menganalisis dinamika PSN, menguji pengaruhnya terhadap pertumbuhan sektor konstruksi, serta merumuskan strategi pengembangan sektor berbasis bukti empiris. Penelitian menggunakan pendekatan kuantitatif dengan kombinasi analisis deskriptif-spasial, Location Quotient, Shift-Share, dan Tipologi Klassen untuk memetakan karakteristik sektoral antarwilayah. Uji beda berpasangan (paired sample t-test) diterapkan untuk mengidentifikasi perubahan indikator sektor konstruksi sebelum dan sesudah implementasi PSN. Regresi data panel dengan Fixed Effect Model digunakan untuk mengukur pengaruh investasi PSN terhadap PDRB konstruksi dengan mengendalikan heterogenitas antarprovinsi. Temuan empiris kemudian diintegrasikan dengan analisis SWOT berbasis IFAS–EFAS untuk merumuskan arah strategi pengembangan sektor konstruksi pada setiap tipologi wilayah yang ada.

Hasil penelitian mengindikasikan keterkaitan positif dan signifikan antara implementasi PSN dengan peningkatan PDRB konstruksi, nilai pekerjaan yang diselesaikan, dan profitabilitas perusahaan. Estimasi Fixed Effect Model menunjukkan investasi PSN berasosiasi positif dan signifikan dengan elastisitas yang relatif besar terhadap pertumbuhan output sektoral. Namun, besaran keterkaitan tersebut dimoderasi oleh kapasitas fiskal, kesiapan infrastruktur, dan kemampuan pelaksanaan proyek di tiap wilayah sehingga pertumbuhan sektor konstruksi bersifat tidak merata secara spasial. Pemerataan distribusi investasi dan penguatan kapasitas daerah menjadi prasyarat utama agar manfaat PSN dapat dinikmati secara inklusif dan berkelanjutan.

The Jokowi presidency (2014–2024) marked an acceleration of national infrastructure development through the National Strategic Projects (Proyek Strategis Nasional/PSN) program, which served as the concrete manifestation of sectoral economic policy. Encompassing hundreds of projects valued at trillions of rupiah, PSN was designed to improve connectivity, productivity, and equitable development across regions. Nevertheless, investment distribution and construction sector capacity continued to exhibit significant spatial disparities among provinces. This study aims to analyze the dynamics of PSN implementation, examine its association with construction sector growth, and formulate evidence-based strategies for sectoral development.

This research employs a quantitative approach combining descriptive spatial analysis, Location Quotient, Shift-Share, and Klassen Typology to map sectoral characteristics across regions. A paired sample t-test was applied to identify changes in construction sector indicators before and after PSN implementation. Panel data regression using a Fixed Effect Model was employed to measure the association between PSN investment and construction GRDP while controlling for inter-provincial heterogeneity. The empirical findings were subsequently integrated with a SWOT analysis based on IFAS–EFAS to formulate strategic directions for construction sectoral development on each existing regional typology.

The findings indicate a positive and significant association between PSN implementation and improvements in construction GRDP, the value of completed works, and firm profitability. The Fixed Effect Model estimates show that PSN investment is positively and significantly associated with sectoral output growth at a relatively high elasticity. However, the magnitude of this association is moderated by fiscal capacity, infrastructure readiness, and project implementation capability across regions, resulting in spatially uneven sectoral growth. More equitable investment distribution and strengthened regional capacity are therefore essential prerequisites for the benefits of PSN to be realized in an inclusive and sustainable manner.
