Peran Komunitas Kreatif sebagai Aktor Non-Pemerintah dalam Pengembangan UMKM di Jakarta

Usaha Mikro, Kecil, dan Menengah (UMKM) memiliki peran strategis dalam perekonomian Indonesia karena berkontribusi besar terhadap Produk Domestik Bruto (PDB) dan penyerapan tenaga kerja. Namun demikian, pelaku UMKM masih menghadapi berbagai tantangan, seperti keterbatasan akses pasar serta kapasitas pengembangan usaha. Di tengah keterbatasan tersebut, komunitas kreatif muncul sebagai aktor non-pemerintah yang turut berperan dalam mendukung pengembangan UMKM melalui berbagai kegiatan berbasis komunitas. Penelitian ini bertujuan untuk mengidentifikasi bentuk peran komunitas kreatif dalam pengembangan UMKM di Jakarta serta menganalisis faktor-faktor yang memengaruhi optimalisasi peran tersebut. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Data diperoleh melalui wawancara mendalam dengan pelaku UMKM, penggiat komunitas kreatif, dan perwakilan pemerintah, serta melalui studi dokumen yang relevan. Analisis data dilakukan menggunakan model Miles dan Huberman serta dianalisis dengan menggunakan teori peran dari Biddle dan Thomas yang meliputi aspek harapan, norma, wujud perilaku, serta evaluasi terhadap peran. Hasil penelitian menunjukkan bahwa komunitas kreatif berperan sebagai fasilitator akses pasar, media promosi dan branding, serta mediator jejaring antara pelaku UMKM dan konsumen. Selain itu, komunitas kreatif juga memberikan ruang interaksi yang lebih fleksibel dan responsif terhadap kebutuhan pelaku UMKM. Namun demikian, optimalisasi peran komunitas kreatif masih dipengaruhi oleh keterbatasan sumber daya, kapasitas organisasi, serta keberlanjutan kegiatan komunitas. Oleh karena itu, diperlukan sinergi yang lebih kuat antara pemerintah dan komunitas kreatif dalam mendukung pengembangan UMKM secara berkelanjutan. 

Micro, Small, and Medium Enterprises (MSMEs) play a strategic role in Indonesia’s economy due to their significant contribution to Gross Domestic 
Product (GDP) and employment absorption. However, MSME actors continue to face several challenges, including limited access to markets and business 
development capacity. In response to these challenges, creative communities have emerged as non-government actors that support MSME development through 
various community-based initiatives. This study aims to identify the roles of creative communities in supporting MSME development in Jakarta and to analyze the 
factors influencing the effectiveness of these roles. This research employs a qualitative method with a descriptive approach. Data were collected through in
depth interviews with MSME actors, creative community organizers, and government representatives, as well as through relevant document analysis. Data 
analysis was conducted using the Miles and Huberman interactive model and interpreted through Role Theory proposed by Biddle and Thomas, which includes 
expectations, norms, role performance, and evaluation. The findings indicate that creative communities function as facilitators of market access, platforms for 
promotion and branding, and mediators of networks between MSME actors and consumers. Furthermore, creative communities provide more flexible and 
responsive spaces for interaction that align with the needs of MSMEs. However, the effectiveness of their roles is influenced by limitations in resources, 
organizational capacity, and the sustainability of community activities. Therefore, stronger collaboration between government institutions and creative communities is necessary to support sustainable MSME development.
