This study examines the transformation of cultural policy within Kawedanan Hageng Punakawan Kridhamardawa in governing the Yogyakarta Royal Orchestra (YRO) as an instrument of cultural diplomacy. It aims to explain the policy background behind YRO's revitalization, the policy formulation process, and the diplomatic outcomes generated through its musical activities. Employing a qualitative case study approach with in-depth interviews and field observations, data were collected from key actors including the head of Kawedanan Kridhamardawa, YRO management, public relations coordinators, and international cooperation stakeholders. Using the Multiple Streams Framework (MSF), the findings reveal that YRO emerged from structural gaps in cultural representation within the Yogyakarta Palace. Policy solutions materialized through the establishment of a hybrid orchestra combining Javanese gamelan and Western classical music, supported by strong royal leadership and international partnerships. The convergence of problem, policy, and political streams opened a window of opportunity that positioned YRO as a recognized diplomatic actor on the international stage. This study makes two theoretical contributions. First, it operationalizes cultural diplomacy through four measurable indicators: actors with diplomatic mandates, explicit diplomatic agendas, strategic target audiences, and measurable diplomatic outcomes. Second, it applies these indicators to demonstrate that YRO functions not as mere cultural exchange but as a genuine instrument of cultural diplomacy. The findings show that YRO facilitates bilateral cultural cooperation and enhances the international visibility of Yogyakarta's cultural identity. Overall, this research demonstrates that music-based cultural policy can operate as an effective subnational cultural diplomacy instrument that supports Indonesia's strategic interests beyond the cultural sector.
