From Digital Issues to the Policy Agenda: Content Creators Policy Entrepreneurship Role in the “17+8 Tuntutan Rakyat”

Konten kreator kian terlibat dalam proses kebijakan publik, terutama pada momen protes publik ketika isu-isu kebijakan memperoleh perhatian luas. Selama protes Agustus–September 2025 di Indonesia, perumusan ''17+8 Tuntutan Rakyat'' menjadi kasus penting yang menunjukkan bagaimana platform digital dapat digunakan untuk membentuk agenda kebijakan publik. Penelitian ini menganalisis peran pembuat konten dalam proses penetapan agenda dengan menggunakan kerangka policy entrepreneurship, aktivisme digital, dan Multiple Streams Framework. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan analisis tematik untuk menelaah konten digital dari Instagram dan YouTube yang diproduksi oleh pembuat konten yang terlibat langsung dalam perumusan dan penyebarluasan ''17+8 Tuntutan Rakyat''. Temuan menunjukkan bahwa pembuat konten memainkan peran penting dalam mendefinisikan masalah publik, mengonsolidasikan tuntutan publik yang terfragmentasi ke dalam agenda kebijakan yang lebih terstruktur, serta memobilisasi perhatian publik melalui komunikasi digital dan konten simbolik. Aktivitas-aktivitas ini membantu tuntutan memperoleh visibilitas dan pada akhirnya memasuki arena kebijakan formal melalui keterlibatan simbolik dengan institusi politik. Namun, keterlibatan pembuat konten tidak meluas hingga perumusan, negosiasi, atau implementasi kebijakan. Berdasarkan temuan ini, penelitian ini berargumen bahwa pembuat konten menjalankan kegiatan policy entrepreneurship, dengan pengaruh yang terutama terkonsentrasi pada tahap penetapan agenda dalam proses kebijakan. Kontribusi mereka terletak pada pembentukan cara masalah dipahami, mempertahankan perhatian publik, dan membuka peluang bagi diskusi kebijakan, bukan pada penentuan hasil kebijakan. Penelitian ini berkontribusi pada studi kebijakan publik dengan memperjelas peran aktor digital yang spesifik pada tahap penetapan agenda dan dengan menawarkan konseptualisasi yang lebih presisi mengenai policy entrepreneurship dalam konteks politik yang dimediasi secara digital. 


The involvement of content creators in public policy is on the rise, especially during public protest periods when public policy issues are being emphasized. The "17+8 Tuntutan Rakyat" is a notable case that presents a vital example of the influence of digital platforms on public policy during the public protest that occurred in August to September 2025 in Indonesia. This study aimed to examine the role of content creators in the agenda setting process by utilizing policy entrepreneurship, digital activism, and the Multiple Streams Framework theories. Using a descriptive qualitative method, the study analyzed the digital content created by content creators on Instagram and YouTube that directly participated in preparing the "17+8 Tuntutan Rakyat". The results reveal that content creators play a vital role in various important aspects. First, content creators can help with problem definition by pinpointing problems deemed important by society as a whole. Second, content creators can aid in condensing scattered public demands into a more structured policy agenda, making it more comprehensible for everyone. Third, content creators can mobilize public concerns by utilizing digital communication tools with symbolic content, thus making public demands more conspicuous for both society as well as political institutions.In these activities, "17+8 Tuntutan Rakyat" secured recognition and inclusion in the field of formal provisions through a symbolic interaction with political institutions. However, the analysis shows that content producers do not involve themselves in the formulation of policies in a technical sense, in the course of legislative negotiations, or in the implementation of such activities. They are focused on the agenda-setting phase of the political process. On this account, this study claims that content creators act as policy entrepreneurs, whose impact is most likely concentrated in the agenda-setting stage of the policy process. The contribution of this study is located in terms of its contribution to public policy scholarship in terms of more fully understanding where in the policy process digital actors are most likely involved in agenda-setting processes, as well as more finely conceptualized understandings of policy entrepreneurship in digitally mediated political environments.
