Komat-kamit Komitmen: Kelindan Wacana di Seputar Penolakan Eka Kurniawan terhadap Anugerah Kebudayaan Indonesia pada Tahun 2019

Penelitian ini bertujuan untuk, pertama, memberikan gambaran yang lebih komprehensif dari masing-masing isu yang mendasari penolakan Eka Kurniawan terhadap penghargaan Anugerah Kebudayaan Indonesia tahun 2019 dan menguji sejauh mana isu-isu tersebut menandakan tingkat komitmen Negara terhadap kerja-kerja kesastraan di Indonesia; serta, kedua, untuk memetakan ke arah mana kecenderungan sejumlah kebijakan terkait kesastraan di Indonesia dibuat dan diberlakukan oleh Negara hingga saat itu. Guna mencapai kedua tujuan di atas, dilakukan penelusuran atas keberadaan wacana-wacana yang berkelindan di seputar kasus penolakan yang dilakukan oleh Eka tersebut. Untuk itu, penelitian ini menggunakan teori wacana yang dirumuskan oleh Michel Foucault, khususnya pada konsep tatanan wacana dan prosedur-prosedur yang dioperasikan dalam produksi dari masing-masing wacana yang dimaksud.

Terdapat dua kelompok wacana yang ditelusuri dalam penelitian ini, yakni: wacana-wacana yang secara langsung tercermin di dalam teks pernyataan penolakan Eka; dan wacana-wacana yang juga ada, namun tidak tercermin langsung di dalam teks. Dalam pernyataan penolakannya, Eka menyebutkan sejumlah isu yang menjadi dasar keputusannya tersebut. Isu-isu yang dimaksud adalah perbedaan besaran dana hadiah, perampasan buku, pembajakan buku, pajak terhadap buku, serta perlindungan terhadap kehidupan sastrawan.

Hasil penelitian ini menunjukkan dua wacana yang tercermin di dalam teks pernyataan penolakan Eka, yaitu wacana ekspresi diri dan wacana kesejahteraan ekonomi. Melalui penelusuran yang dilakukan, diketahui terdapat tiga macam prosedur yang beroperasi dalam produksi wacana ekspresi diri. Masing-masing prosedur tersebut adalah komentar, pelarangan, dan pembagian benar-salah. Beroperasinya prosedur-prosedur ini menunjukkan bahwa Negara menerapkan batasan-batasan idiologis dalam wacana ekspresi diri yang ia bawa, sementara Eka menghendaki iklim yang mendukung kebebasan berekspresi dalam kerja-kerja kesastraan di tanah air. Di sisi lain, produksi wacana kesejahteraan ekonomi dijalankan melalui pengoperasian prosedur masyarakat wacana, di mana keberadaannya memperlihatkan gagalnya para pegiat di ekosistem kesastraan di Indonesia dalam meraih dukungan kesejahteraan ekonomi dari Negara akibat diberlakukannya syarat-syarat yang ketat dan spesifik untuk mengaksesnya. Sementara itu, terlacak pula dua wacana lainnya yang dalam hal ini berada di luar teks pernyataan penolakan Eka. Kedua wacana tersebut yakni wacana sastra bermutu (yang diproduksi melalui prosedur pelarangan serta prosedur pemisahan dan penolakan) dan wacana internasionalisasi sastra Indonesia (yang diproduksi melalui prosedur komentar). Melalui penelusuran terhadap kedua wacana ini, ditemukan bahwa Negara secara jelas lebih memprioritaskan arah kebijakan bidang kesastraannya kepada aspek-aspek yang berpotensi mendongkrak citra positif Negara di dunia Internasional daripada menyelesaikan permasalah-permasalahan yang telah berlangsung secara berlarut-larut di lingkup domestik.

This research aims, first, to provide a more comprehensive overview of each issue underlying Eka Kurniawan's rejection of the 2019 Indonesian Cultural Awards and to examine the extent to which these issues indicate the state's level of commitment to literary works in Indonesia; and, second, to map the direction in which a number of policies related to literature in Indonesia had been formulated and implemented by the State up to that point. In order to achieve the two objectives above, research was conducted on the existence of discourses surrounding Eka's rejection. To that end, this research uses the theory of discourse formulated by Michel Foucault, particularly the concept of the order of discourse and the procedures operated in the production of these discourses.

There are two groups of discourse explored in this study, those directly reflected in Eka's statement of rejection and those that exist but are not directly reflected in the text. In his statement of rejection, Eka mentions a number of issues that form the basis of his decision. These issues are differences in the amount of prize money, books confiscation, books piracy, taxes on books, and protection of writers' livelihoods.

The results of this research revealed two discourses reflected in Eka's statement of rejection, namely the discourse of self-expression and the discourse of economic welfare. Through the analysis conducted, it was found that there were three types of procedures operating in the production of the discourse of self-expression. These procedures are commentary, prohibition, and right-wrong opposition. The operation of these procedures shows that the State imposes ideological restrictions on the discourse of self-expression, while Eka desires an environment that supports freedom of expression in literary works in Indonesia. On the other hand, the production of economic welfare discourse is carried out through the operation of the societies of discourse procedure, whose existence reveals the failure of practitioners in the Indonesian literary ecosystem to gain economic welfare support from the State due to the implementation of strict and specific requirements for accessing it. Meanwhile, two other discourses were also traced, which in this case were outside the text of Eka's statement of rejection. These two discourses were the discourse of the high literature (produced through procedure of prohibition and procedure of a division and a rejection) and the discourse of the internationalisation of Indonesian literature (produced through procedure of commentary). Through an analysis of these two discourses, it was found that the State clearly prioritises literary policy that has the potential to enhance the country's positive image internationally over resolving long-standing domestic issues.
