Pengaruh Kepemimpinan Inklusif Terhadap Perilaku Kerja Inovatif Dengan Thriving At Work Sebagai Pemediasi

This study aims to examine the effect of inclusive leadership on innovative work behavior with thriving at work as a mediating variable among employees of the DKI Jakarta Provincial Government. In the context of public bureaucracy facing complex and dynamic challenges, innovative work behavior is a key factor in driving reform and enhancing organizational competitiveness. However, various structural and cultural constraints still limit employee participation in generating and implementing new ideas. Inclusive leadership, which emphasizes openness, availability, and accessibility of leaders (Carmeli et al., 2010), is believed to be able to create a psychologically safe and conducive work climate for innovation.
This study used a quantitative approach with an online survey method of 185 civil servants in the DKI Jakarta Provincial Government, selected through purposive sampling. Data analysis was performed using Partial Least Squares Structural Equation Modeling (PLS-SEM) with the assistance of SmartPLS 4 software. The research instruments were adapted from Carmeli et al. (2010) for inclusive leadership, Porath et al. (2012) for thriving at work, and Janssen (2000) for innovative work behavior.
The results show that (1) inclusive leadership has a positive and significant effect on innovative work behavior, and (2) thriving at work partially mediated the positive effect of inclusive leadership on innovative work behavior. These findings emphasize the importance of open, available, and accessible leadership practices to foster employee vitality and learning, which in turn encourages innovative work behavior in the public bureaucracy.
