Analisis Kelayakan Tarif Perumda Air Minum Tirta Binangun Kabupaten Kulon Progo dengan Prinsip Full Cost Recovery Berdasarkan Permendagri Nomor 21 Tahun 2020

Penelitian ini bertujuan untuk menganalisis kelayakan tarif Perumda Air Minum Tirta Binangun Kabupaten Kulon Progo berdasarkan prinsip Full Cost Recovery (FCR) sesuai ketentuan Permendagri Nomor 21 tahun 2020. Latar belakang penelitian ini adalah perlunya penyesuaian tarif yang mampu menutup seluruh biaya operasional dan pemeliharaan serta menjamin keberlanjutan layanan air minum daerah. Metode penelitian yang digunakan adalah deskriptif kualitatif dengan pendekatan studi kasus. Data yang digunakan meliputi laporan keuangan dan data operasional yang dianalisis menggunakan perhitungan Break Even Point (BEP), Benefit Cost Ratio (BCR), dan proyeksi pendapatan Perumda. Hasil penelitian menunjukkan bahwa nilai BEP 3 tahun terakhir telah tercapai, dengan BCR yang mengindikasikan layak secara finansial. Implementasi Full Cost Recovery (FCR) menghasilkan simulasi tarif Rp4.429,14/m3 untuk tarif rendah, Rp5.905,53/m3 untuk tarif dasar, dan Rp7.575,02/m3 untuk tarif penuh.

This study aims to analyze the viability of the tariff set by Perumda Air Minum Tirta Binangun Kulon Progo based on Full Cost Recovery (FCR) in accordance with the regulations of Permendagri No. 21 of 2020. The background of this study is the need for tariff adjustments that can cover all operational and maintenance costs and ensure the sustainability of drinking water services. The research method used is qualitative descriptive with a case study approach. The data used includes financial reports and operational data analyzed using Break-Even Point (BEP) calculations, Benefit-Cost Ratio (BCR), and revenue projections for Perumda. The research results indicate that the BEP value for the past three years has been achieved, with a BCR indicating that it was financially worthy. The implementation of Full Cost Recovery (FCR) resulted in a tariff simulation of Rp4,429.14/m3 for the low tariff, Rp5,905.53/m3 for the basic tariff, and Rp7,575.02/m3 for the full tariff.
