Readiness Analysis for Electric Bus Implementation in Yogyakarta Special Region Using the eBus Readiness Indicator Tool

The transition to sustainable public transportation is increasingly recognized as a critical strategy to address climate change and improve urban air quality. In Indonesia, the adoption of electric buses is gaining traction, yet the readiness of many Indonesia’s regions to support this implementation remains uncertain. This study aims to assess the readiness of the Yogyakarta Special Region for the implementation of electric bus systems by employing the eBus Readiness Indicator Tool, a comprehensive framework which will evaluate 5 key dimensions consist of government policies and investment, charging infrastructure construction and operation, energy production and distribution, business models and maintenance service system, consumer and other awareness education, and operation scope and environmental benefit. The findings indicate that, although the electric bus initiative in Yogyakarta is still in its pilot phase, there is clear evidence of strong governmental commitment and initial progress toward electrification. This is reflected in a relatively high level of overall readiness, even though several indicators remain in the “getting ready” or “not ready” categories. In addition, policy and practical recommendations are offered to support policy makers and other related stakeholders in enhancing provincial preparedness for electric mobility.
