EVALUASI DIGITAL MATURITY INDEX DALAM IMPLEMENTASI REKAM MEDIS ELEKTRONIK TERKONEKSI SATUSEHAT RSUD DR TJITROWARDOJO PURWOREJO

Latar Belakang: Transformasi digital merupakan agenda prioritas nasional, termasuk melalui penyelenggaraan Rekam Medis Elektronik (RME). Penyelenggaraan RME wajib dilakukan dan diintegrasikan dengan platform SATUSEHAT. Integrasi ini perlu didukung upaya evaluasi tingkat kematangan digital melalui penilaian Digital Maturity Index.
Tujuan: Mengevaluasi tingkat kematangan digital RSUD dr. Tjitrowardojo Purworejo terhadap kondisi aktual setelah implementasi Rekam Medis Elektronik.
Metode: Metode yang digunakan yaitu kualitatif dengan pendekatan studi kasus yang dilakukan bulan Januari-Juni 2025 di RSUD dr. Tjitrowardojo. Pengumpulan data dilakukan melalui observasi, wawancara, dan studi dokumentasi. Analisis dilakukan dengan membandingkan temuan penelitian dengan hasil penilaian rumah sakit sesuai kerangka penilaian DMI.
Hasil: Evaluasi menunjukkan peningkatan kondisi pada komponen sistem informasi dan infrastruktur teknologi informasi dan komunikasi, komponen manajemen dan tata kelola, komponen data analytics (pemanfaatan data), komponen manajemen sumber daya kesehatan, serta komponen Rekam Medis Elektronik dan pusat layanan pasien. Sementara itu, komponen standar dan interoperabilitas serta komponen keamanan, privasi, dan kerahasiaan data masih menunjukkan kondisi yang sama. Kualitas jaringan internet, keterbatasan rekam medis elektronik dalam mengakomodasi seluruh hasil pencitraan, dan keterbatasan perangkat portabel masih menjadi penghambat implementasi SIMRS dan/atau RME.
Kesimpulan: Hasil evaluasi menunjukkan lima komponen penilaian mengalami peningkatan, sementara dua komponen masih sama. Selain itu, terdapat tiga faktor penghambat implementasi SIMRS dan/atau RME. Rumah sakit perlu melakukan evaluasi berkala untuk mengidentifikasi kebutuhan pengembangan infrastruktur teknologi pendukung implementasi sistem informasi.
Background: Digital transformation is a national priority agenda, including the implementation of Electronic Medical Records (EMR). The implementation of EMR must be carried out and integrated with the SATUSEHAT platform. This integration needs to be supported by efforts to evaluate the level of digital maturity through the Digital Maturity Index assessment.
Objective: Evaluate the level of digital maturity of RSUD dr. Tjitrowardojo Purworejo in relation to the actual conditions following the implementation of Electronic Medical Records.
Methods: The method used was qualitative with a case study approach, conducted in January-June 2025 at RSUD dr. Tjitrowardojo. Data were collected through observation, interviews, and documentation. The analysis was conducted by comparing the research findings with the results of the hospital assessment according to the DMI assessment framework.
Results: The evaluation showed improvements in the components of information system and information and communication technology infrastructure, management and governance, data analytics (data utilization), health resource management, and Electronic Medical Record and patient service center. However, the standards and interoperability component and the data security, privacy, and confidentiality component still show the same conditions. The quality of the internet network, the limitations of electronic medical records in accommodating all imaging results, and the limitations of portable devices are still an obstacle to the implementation of SIMRS and/or RME.
Conclusion: The evaluation results showed that five components of the assessment had improved, while two components remained unchanged. In addition, there are three factors that inhibit the implementation of SIMRS and/or RME. Hospitals need to conduct periodic evaluations to identify the need for technological infrastructure development to support the implementation of information systems.
