The Ministry of Finance implemented the Flexible Working Arrangement (FWA) as part of its organizational transformation to foster an adaptive, collaborative, and efficient work culture. However, this policy encountered challenges in the form of employee resistance and trust issues. Accordingly, this study raises the research question: “How does the communication planning of the Project Management Officer (PMO) support the success of cultural change through FWA?” The research aims to describe and analyze communication planning in the process of cultural change while identifying its obstacles and opportunities. Employing a qualitative case study approach, the study is grounded in the synthesis of Kotter’s 8-Step Change Model and Middleton’s Communication Planning Model. Data were collected through in-depth interviews, observations, and document analysis. Findings reveal that PMO’s communication planning was highly effective in the early stages of change in creating urgency and communicating short-term wins, such as budget efficiency and high employee satisfaction. Nevertheless, a fundamental disconnect was observed in the stages of empowerment and cultural institutionalization. The key message “FWA is an assignment, not a right” generated a paradox of control that undermines the spirit of trust. Furthermore, communication remained predominantly top-down, with limited formal feedback channels, hindering the participatory internalization of new values. It is concluded that communication planning successfully drove the adoption of FWA as a policy but has not fully facilitated deeper cultural transformation, as it was misaligned with the critical needs of the institutionalization stage.
