ANALISIS FAKTOR-FAKTOR YANG MEMPENGARUHI PENGGUNAAN TENAGA KERJA LOKAL DAN NON LOKAL PADA PROYEK KONSTRUKSI DI PROVINSI NTT SERTA STRATEGI PENANGANAN

Proyek konstruksi di Provinsi Nusa Tenggara Timur (NTT) masih didominasi oleh penggunaan tenaga kerja non-lokal yang berasal dari luar daerah. Hal ini mengakibatkan rendahnya partisipasi tenaga kerja lokal, yang berdampak pada penyerapan anggaran yang lebih rendah di tingkat daerah dan bertentangan dengan tujuan pemerataan pembangunan infrastruktur. Penelitian ini bertujuan untuk menganalisis faktor-faktor yang menyebabkan ketergantungan terhadap tenaga kerja non-lokal dalam proyek konstruksi di NTT, serta merumuskan kebijakan yang dapat mengatasi masalah ini. Metode yang digunakan dalam penelitian ini adalah wawancara mendalam dengan kontraktor dan wakil pemerintah untuk menggali masalah yang ada terkait dengan pemanfaatan tenaga kerja serta keberadaan regulasi mengenai tenaga kerja lokal. Hasil penelitian menunjukkan bahwa faktor utama yang menyebabkan ketergantungan terhadap tenaga kerja non-lokal di NTT adalah keterbatasan keterampilan teknis, rendahnya tingkat pendidikan, budaya kerja yang kurang disiplin, serta rendahnya motivasi tenaga kerja lokal. Di sisi lain, tenaga kerja non-lokal memiliki keunggulan dalam hal kompetensi teknis, fleksibilitas, dan produktivitas yang lebih tinggi meskipun dengan biaya yang lebih tinggi.
Berdasarkan temuan tersebut, penelitian ini merekomendasikan strategi penanganan yang berfokus pada pelatihan dan pengembangan kapasitas tenaga kerja lokal untuk mengurangi ketergantungan terhadap tenaga kerja non-lokal dan meningkatkan kualitas serta produktivitas sektor konstruksi di NTT. Strategi ini diharapkan dapat memberikan dampak positif terhadap pemerataan pembangunan dan peningkatan kesejahteraan masyarakat lokal.

Construction projects are activities that require various resources, including labor as one of the key components. In the Province of East Nusa Tenggara (NTT), the implementation of construction projects is still dominated by the use of non-local labor from outside the region. The low level of participation of local labor directly impacts the low absorption of budgets at the regional level, thereby contradicting one of the primary goals of infrastructure development, which is equitable development. This study aims to analyze the factors that cause dependence on non-local labor in construction projects in NTT and to formulate a policy model that can be proposed to address these issues. The research approach is conducted through in-depth interviews with contractors and government representatives to identify the problems related to labor utilization and the existence of regulations concerning the use of local labor in construction projects. The results of the study indicate that the main challenges in utilizing local labor in NTT are the limitations in technical skills, low education levels, a lack of discipline in work culture, and low motivation. On the other hand, non-local labor has advantages in terms of technical competence, flexibility, and higher productivity, although at a higher cost. Based on these findings, the study strategy policies for training and capacity development of local labor as a strategic solution to reduce dependence on non-local labor and enhance the quality and productivity of the construction sector in NTT.
