ANALISIS E-PARTICIPATION MASYARAKAT WONOSOBO DALAM IMPLEMENTASI KEBIJAKAN DUKCAPIL ONLINE

Dalam mewujudkan transformasi digital di Indonesia, Pemerintah Kabupaten Wonosobo memberlakukan Dukcapil Online sebagai salah satu instrumennya. Namun dalam implementasi platform tersebut, pemerintah Kabupaten Wonosobo mengalami beberapa tantangan salah satunya yakni tingkat e-partisipasi yang rendah yakni sekitar 0,2?ri jumlah keseluruhan penduduk Kabupaten Wonosobo dihitung per-2025. Penelitian ini  bertujuan untuk mengidentifikasi faktor?faktor yang memengaruhi e?partisipasi warga dalam penggunaan aplikasi Dukcapil Online pada Dinas Kependudukan dan Pencatatan Sipil Kabupaten Wonosobo, dengan mengacu pada kerangka UTAUT2. Penelitian ini diukur melalui survei kuantitatif yang melibatkan 125 responden pengguna layanan Dukcapil Online. Variabel?variabel utama yang diuji meliputi Performance Expectancy, Effort Expectancy, Social Influence, Hedonic Motivation, Facilitating Conditions, dan Habit sebagai variabel independen serta Behavioral Intention dan Use Behavior sebagai variabel dependen. Adapun temuan dari penelitian ini menunjukkan bahwa variabel dalam UTAUT2 memiliki pengaruh yang signifikan terhadap E-partisipasi masyarakat Kabupaten Wonosobo secara umum terkecuali variabel Habit dan Facilitating Conditions yang berpengaruh signifikan terhadap Behavioral Intention namun tidak berpengaruh secara signifikan terhadap Use Behavior. Berdasarkan hasil tersebut, peneliti menyarankan pemerintah Kabupaten Wonosobo untuk (1) Memperkuat budaya transformasi digital melalui program literasi dan edukasi berkelanjutan, serta (2) Menyediakan fasilitas teknis yang memadai ?misalnya jaringan internet yang stabil dan layanan bantuan teknis agar warga dapat memanfaatkan aplikasi secara optimal. Untuk penelitian selanjutnya, disarankan penambahan variabel Price Value dari UTAUT2, perluasan wilayah studi guna menguji generalisasi temuan, serta penerapan desain mixed?methods dengan proporsi kualitatif yang lebih besar untuk menggali persepsi dan pengalaman pengguna secara mendalam.

In realizing digital transformation in Indonesia, the Wonosobo Regency Government has implemented Dukcapil Online as one of its instruments. However, in implementing this platform, the government of Wonosobo Regency has encountered several challenges, one of which is the low level of e-participation approximately 0.2% of the total population of Wonosobo Regency as of 2025. This study aims to identify factors influencing community e-participation in the use of the Dukcapil Online application at the Wonosobo Regency Dispendukcatin, based on the UTAUT2 framework. The research was conducted through a quantitative survey involving 125 respondents who are users of the Dukcapil Online service. The main variables tested include Performance Expectancy, Effort Expectancy, Social Influence, Hedonic Motivation, Facilitating Conditions, and Habit as independent variables, and Behavioral Intention and Use Behavior as dependent variables. The findings of this study indicate that all UTAUT2 variables significantly influence e-participation among the Wonosobo community, except for Habit and Facilitating Conditions, which significantly affect Behavioral Intention but not Use Behavior. Based on these results, the researchers recommend that the Wonosobo Regency government take the following actions: (1) Strengthen the culture of digital transformation through continuous literacy and education programs, and (2) Provide adequate technical facilities such as stable internet networks and technical assistance services to enable residents to optimally utilize the application. For future research, it is recommended to include the Price Value variable from UTAUT2, expand the study area to test the generalizability of findings, and adopt a mixed-methods design with a greater proportion of qualitative data to deeply explore user perceptions and experiences.
