Konstruksi Subjek Warganet Dalam Wacana Literasi Digital (Analisis Wacana Kritis Webinar Indonesia Makin Cakap Digital)

Program webinar “Makin Cakap Digital” (MCD) hadir sebagai sebuah arenadiskursif yang paradoksal. Lahir dari kepanikan institusional negara dalammenyikapi disrupsi digital, program ini beroperasi sebagai aparatus pedagogis yang,di balik klaim pemberdayaannya, justru berfungsi sebagai instrumen pendisiplinansubtil. Melalui kerangka Analisis Wacana Kritis (AWK) Norman Fairclough yangdipertajam oleh lensa governmentality Foucault, terungkap bagaimana wacanaliterasi digital dikonstruksi untuk membentuk subjek yang selaras dengan agendastabilitas negara. Mekanisme pendisiplinan ini bekerja melalui penunggalan makna,di mana konsep literasi yang majemuk direduksi menjadi dua kutub fungsional:imperatif produktivitas ekonomi neoliberal dan tuntutan kepatuhan moral-nasionalistik. Fondasi bagi naturalisasi wacana ini beroperasi melalui pelimpahantanggung jawab stuktural sebagai strategi diskursif yang secara sistematismelimpahkan kegagalan struktural ke tanggung jawab individu. Lahirnyasubjektivitas yang kontradiktif dengan demikian bukanlah sebuah kecacatan desain.Ia merupakan solusi paling fungsional bagi ideologi pembangunanisme negara yangsecara simultan membutuhkan akselerasi ekonomi dan stabilitas politik.Konsekuensinya, individu dibebani kerja afektif yang melelahkan untukmenanggung kontradiksi tersebut, sebuah manifestasi halus dari kekerasansimbolik. Secara keseluruhan, negara menggunakan seni memerintah yangproduktif dengan mengelola hasrat dan kebebasan warganya, menyingkap hipokrisidi mana retorika pencerahan justru digunakan untuk membentuk warga negara yangproduktif secara ekonomi namun jinak secara politik.

The “Makin Cakap Digital” (MCD) webinar program emerges as a paradoxicaldiscursive arena. Born from the state's institutional panic in response to digitaldisruption, the program operates as a pedagogical apparatus that, behind its rhetoricof empowerment, functions as a subtle disciplinary instrument. Through theframework of Norman Fairclough's Critical Discourse Analysis (CDA), sharpenedby Foucault's lens of governmentality, it is revealed how digital literacy discourseis constructed to produce subjects aligned with the state's agenda of stability. Thisdisciplinary mechanism operates through meaning singularization, where thepluralistic concept of literacy is reduced to two functional poles: the imperative ofneoliberal economic productivity and the demand for moral-nationalisticcompliance. The discourse is naturalized primarily through responsibilization, adiscursive strategy that systematically displaces systemic failures onto the personalburden and responsibility of individuals. The emergence of contradictorysubjectivity is therefore not a design flaw. It constitutes the most functional solutionfor the state's developmentalist ideology, which simultaneously demands economicacceleration and political stability. Consequently, individuals are burdened withexhausting affective labor to bear this contradiction, a subtle manifestation ofsymbolic violence. Overall, the state employs a productive art of government bymanaging its citizens' desires and freedoms, exposing a hypocrisy wherein therhetoric of enlightenment is used to produce a citizenry that is economicallyproductive yet politically tame.
