Banjar Regency in South Kalimantan Province is an area with a high level of flood risk, as indicated by data from 2023, which recorded 39,484 houses affected. In dealing with the complexity of flood risk, a risk management information system approach is needed that can integrate various aspects of spatial data, incident reporting, and decision-making related to flood management quickly and accurately. This study aims to develop a web-based flood disaster risk management information system named SiMantab (Integrated Flood Management Information System).
This information system is designed with a 3-tier architecture approach to ensure a clear separation between the presentation layer, system logic, and database. The system development uses Laravel as the backend framework, Leaflet JS for interactive map visualisation based on Web-GIS, and MySQL as the database management system. The main features developed include flood risk map visualisation, disaster reporting forms based on the Format A, B, and C reporting standards, and an action dashboard that supports rapid decision-making. The prioritisation of flood response is based on the results of risk analysis and infrastructure damage conditions, with weighting based on the expert judgement method and classification using the threshold sensitivity test technique. To ensure system reliability, functional testing was conducted using black box testing techniques, with equivalence partitioning and boundary value analysis approaches, tested against four user categories: admin, task force, stakeholders, and internal BWS.
Based on the test results, the system achieved a test pass rate with success percentages of 92% (admin), 90% (response team), 91.6% (stakeholders), and 91.4% (internal BWS), with an average test success rate of 91.2%, which is categorised as very good. These findings indicate that the SiMantab system is capable of functioning effectively as a tool to support rapid and coordinated decision-making in flood disaster management, and has the potential to be further integrated with IoT technology and sensor-based monitoring systems.
