Kontestasi Nilai Publicness Antara Lembaga Penyelenggara Pemilu dan Organisasi Independen dalam Pemilu Tahun 2024 (Studi Kasus: Komunitas Bijak Memilih)

Kontestasi antara KPU dan Komunitas Bijak Memilih menarik untuk diteliti mengingat kedua subjek penelitian termasuk sebagai players pada analisis power-grid interest. Subjek penelitian teridentifikasi memiliki kepentingan dalam transparansi informasi kepemiluan dengan sasaran utamanya adalah meningkatkan partisipasi anak muda. Bijak Memilih melakukan kontestasi di public sphere dengan mengkonstruksi tema legal sense dan lived sense melalui pembentukan koalisi dengan civil society lain untuk meningkatkan critical mass.

Analisis dilakukan kepada key person dan menghasilkan tema legal sense yang terbangun atas kategori legal status dan headline function dan diketahui memiliki konstruksi nilai openness. Tema lived sense menganalisis konsep accessibility (physical configuration & penyediaan akses) yang menghasilkan nilai citizen participation & legitimacy, management (control & civility) menghasilkan nilai equity & profesionalism, dan kategori inclusiveness (persepsi terhadap policy actor) menghasilkan nilai transparency. 

Temuan penelitian menunjukan bahwa birokrasi dari KPU melakukan pembajakan terhadap nilai demokrasi dan nilai publicness lewat prosedur serta cara komunikasi. Bijak Memilih mengekpresikan nilai dan menawarkan perubahan kepada publik dengan melakukan agregasi kepada pendekatan ilmu politik yang cenderung weberian dan majoritarian karena mengedepankan otoritas. Oleh karena itu, kontestasi dilakukan untuk mengembalikan nilai publicness kepada publik. 

 The contestation between KPU and Bijak Memilih is interesting to study, considering that both research subjects are included as players in the power-grid interest analysis. The research subjects were identified as having an interest in the transparency of electoral information, with the main goal of increasing youth participation. Bijak Memilih conducts contestation in the public sphere by constructing legal sense and lived sense themes through the formation of coalitions with other civil societies to increase critical mass.

The analysis was conducted on the key person and resulted in the legal sense theme, which was built on the legal status and headline function categories and was found to have an openness value construction. The lived sense theme analyzes the concept of accessibility (physical configuration and provision of access), which produces the value of citizen participation and legitimacy. Management (control and civility) produces the value of equity and professionalism, and the inclusiveness category (perception of policy actors) produces the value of transparency.

Research findings show that the bureaucracy of the KPU hijacks the value of democracy and the value of publicness through procedures and communication methods. Bijak Memilih expresses values and offers changes to the public by aggregating political science approaches that tend to be Weberian and majoritarian because they prioritize authority. Therefore, contestation is carried out to restore the value of publicness to the public.
