Penelitian ini membahas tentang implementasi Sistem Informasi Kearsipan Nasional (SIKN) dan Jaringan Informasi Kearsipan Nasional (JIKN) pada Biro Umum Kementerian Ketenagakerjaan Republik Indonesia. Tujuan penelitian ini untuk mengetahui bagaimana kebijakan mengenai SIKN dan JIKN diimplementasikan pada Kementerian Ketenagakerjaan Republik Indonesia dengan menggunakan teori implementasi kebijakan publik yang dikemukakan oleh George C. Edward III (1980). Berdasarkan teori tersebut terdapat empat faktor keberhasilan implementasi kebijakan publik yaitu komunikasi, sumberdaya, disposisi, serta struktur birokrasi. Proyek akhir ini menggunakan metode penelitian kualitatif dengan pendekatan studi kasus. Teknik pengumpulan data dilakukan dengan wawancara semi terstruktur, observasi partisipatif, serta studi pustaka. Data yang diperoleh dianalisis menggunakan teknik analisis Miles dan Huberman yang mencakup pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan.

Hasil Penelitian ini menunjukkan bahwa kebijakan mengenai SIKN dan JIKN di Kementerian Ketenagakerjaan Republik Indonesia telah dikomunikasikan melalui berbagai media dan platform yang ada. Sumberdaya pendukung implementasi kebijakan ini juga sudah cukup memadai, baik infrastruktur teknologi maupun sumberdaya manusia yang ada. Disposisi atau sikap pelaksana kebijakan ini juga cukup baik respon yang diberikan pegawai terhadap kebijakan tersebut cukup baik. Struktur birokrasi pada Kementerian Ketenagakerjaan juga fleksibel dan menyesuaikan dengan kebijakan, sikap pimpinan terhadap kebijakan tersebut sepenuhnya mendukung dengan baik dan memberikan respon cepat.terdapat kendala dalam implementasi kebijakan SIKN dan JIKN di Kemnaker RI, baik teknis maupun non-teknis. Secara teknis arsip dalam bentuk audio visual masih belum bisa diunggah melalui SIKN. Sementara kendala non-teknis terdapat pada komunikasi kebijakan yang belum merata.

This research discusses the implementation of the National Archives Information System (SIKN) and the National Archives Information Network (JIKN) at the General Bureau of the Ministry of Manpower of the Republic of Indonesia. The purpose of this research is to find out how policies regarding SIKN and JIKN are implemented at the Ministry of Manpower of the Republic of Indonesia by analyzing using the theory of public policy implementation put forward by George C. Edward III (1980). Based on this theory, there are four factors for the success of public policy implementation, namely communication, resources, disposition, and bureaucratic structure. This final project uses a qualitative research method with a case study approach. Data collection techniques were carried out by semi-structured interviews, participatory observation, and literature study. The data obtained were analyzed using the Miles and Huberman analysis technique which includes data collection, data reduction, data presentation, and conclusion drawing.

This study found that policies regarding SIKN and JIKN at the Ministry of Manpower of the Republic of Indonesia have been communicated through various existing media and platforms. The resources supporting the implementation of this policy are also sufficient, both technological infrastructure and existing human resources. The disposition or attitude of the implementer of this policy is also quite good, the response given by employees to the policy is quite good. The bureaucratic structure at the Ministry of Manpower is also flexible and adapts to the policy, the leadership's attitude towards the policy is fully supportive and provides a quick response. there are obstacles in the implementation of the SIKN and JIKN policies at the Indonesian Ministry of Manpower, both technical and non-technical. Technically, archives in the form of audio visuals still cannot be uploaded through SIKN. While non-technical constraints exist in uneven policy communication.
