ANALISIS OPTIMALISASI ASET PEMERINTAH KABUPATEN SUKOHARJO

Penelitian ini menganalisis optimalisasi aset Pemerintah Kabupaten Sukoharjo, dengan studi kasus gedung bioskop dan rumah toko yang terbengkalai di Jalan Jenderal Sudirman No. 65, Larangan Kulon, Gayam, Kecamatan Sukoharjo. Permasalahan utama yang ditemukan adalah ketidaksesuaian rencana detail tata ruang dengan kondisi eksisting aset, dan menyebabkan aset tersebut tidak termanfaatkan secara optimal sejak tahun 2007. Tujuan penelitian ini adalah mengevaluasi kinerja pengelolaan aset yang telah dilaksanakan, menentukan strategi pengelolaan yang tepat, serta mengidentifikasi alternatif pemanfaatan aset yang paling optimal. Metode penelitian yang digunakan adalah campuran kualitatif dan kuantitatif, melibatkan analisis Importance performance analysis (IPA), analisis SWOT, dan analisis Penggunaan Tertinggi dan Terbaik. Pengumpulan data dilakukan melalui wawancara, inspeksi lapangan, kuesioner kepada pemerintah dan masyarakat, serta dokumentasi.

Hasil penelitian menunjukkan bahwa pengelolaan aset tersebut masih belum optimal. Melalui analisis IPA, ditemukan beberapa aspek kinerja yang perlu ditingkatkan, seperti aspek pemanfaatan, pengawasan, dan pemeliharaan aset. Analisis SWOT menghasilkan strategi utama berupa pengembangan aset dengan revitalisasi aset tersebut. Sedangkan melalui analisis penggunaan tertinggi dan terbaik, alternatif pemanfaatan berupa coworking space dinilai sebagai opsi terbaik karena sesuai dengan peruntukan rencana detail tata ruang, memungkinkan secara fisik, dan memberikan nilai ekonomi tertinggi. Strategi pemanfaatan yang direkomendasikan untuk pengembangan aset tersebut adalah Kerja Sama Pemanfaatan (KSP), dengan harapan dapat membantu Pemerintah Kabupaten Sukoharjo dalam mengoptimalkan aset terbengkalai dan memberikan dampak positif pada aspek sosial, ekonomi, serta masyarakat sekitar.

This research analyzes the asset optimization of the Sukoharjo District Government, with a case study of an abandoned cinema building and shophouses on Jalan Jenderal Sudirman No. 65, Larangan Kulon, Gayam, Sukoharjo District. The main problem found is the inconsistency between the detailed spatial plan and the existing condition of the assets, which has resulted in the assets not being optimally utilized since 2007. The objectives of this study are to evaluate the performance of asset management that has been carried out, determine appropriate asset management strategies, and identify the most optimal alternative uses for the assets. The research methods used are a mix of qualitative and quantitative, involving Importance performance analysis (IPA), SWOT analysis, and Highest and Best Use analysis. Data collection was carried out through interviews, field inspections, questionnaires to government and community members, and documentation.

The research results indicate that asset management is still not optimal. Through IPA analysis, several performance aspects that need to be improved were found, such as asset utilization, supervision, and maintenance. SWOT analysis generated a main strategy of asset development by revitalizing the assets. Meanwhile, through the Highest and Best Use analysis, the alternative use of a coworking space was considered the best option because it is in line with the detailed spatial plan, physically feasible, and provides the highest economic value. The recommended utilization strategy for the development of these assets is Cooperation in Utilization (KSP), with the hope that it can help the Sukoharjo District Government optimize abandoned assets and have a positive impact on social, economic, and surrounding community aspects.
