Evaluasi Tarif Jalan Tol Cileunyi–Sumedang Dawuan Berdasarkan Ability to Pay (ATP), Willingness to Pay (WTP), dan Biaya Operasi Kendaraan (BOK)

Sejak tahun 2016, melalui Perpres No. 3 Tahun 2016 tentang Percepatan Pelaksanaan Proyek Strategis Nasional, banyak proyek jalan tol di Indonesia, termasuk Jalan Tol Cileunyi–Sumedang–Dawuan (Cisumdawu), telah ditetapkan sebagai bagian dari Proyek Strategis Nasional (PSN). Sesuai PP No. 23 Tahun 2024 tentang Jalan Tol, tarif Jalan Tol Cisumdawu perlu ditinjau ulang setelah dua tahun masa operasional. Oleh karena itu, penelitian ini dilakukan untuk mengevaluasi tarif jalan tol yang berlaku dengan pendekatan Ability to Pay (ATP), Willingness to Pay (WTP), dan Biaya Operasi Kendaraan (BOK). Melalui pendekatan tersebut, karakteristik pengguna dianalisis, nilai ATP dan WTP ditentukan, serta batas ideal tarif yang layak berdasarkan BOK dihitung sebagai dasar penyesuaian tarif yang lebih objektif. 

Analisis ATP dan WTP dilakukan dengan data dari hasil kuesioner yang telah diisi oleh 129 pengguna Jalan Tol Cisumdawu. Sementara itu, analisis BOK dilakukan setelah menentukan kendaraan representatif yang menjadi komponen perhitungan menggunakan acuan Pedoman PU dan LAPI-ITB (1997). Parameter-parameter ini akan menjadi pertimbangan penyesuaian nilai tarif yang berlaku.

Tarif yang berlaku pada Ruas Jalan Tol Cisumdawu untuk kendaraan golongan I adalah Rp78.500,00. Nilai Ability to Pay (ATP) pengguna ada pada rentang Rp10.000,00 sampai Rp350.000,00 sedangkan nilai Willingness to Pay (WTP) ada pada rentang Rp50.000,00 sampai Rp110.000,00. Nilai ATP > Tarif lama > WTP yang artinya utilitas yang dirasakan pengguna kurang maksimal. Tarif yang ideal berdasarkan hubungan ATP-WTP adalah Rp61.250,39 atau Rp992,39/km dengan persentase kumulatif 45,98%. Batas tarif berdasarkan hasil perhitungan Besar Keuntungan Biaya Operasi Kendaraan (BKBOK) menggunakan Pedoman PU adalah sebesar Rp236.106,71 atau Rp3.825,45/km sedangkan untuk LAPI-ITB (1997) adalah Rp76.931,23 atau Rp1.246,46/km.

Since 2016, through Perpres No. 3 Tahun 2016 tentang Percepatan Pelaksanaan Proyek Strategis Nasional, many toll road projects in Indonesia, including the Cileunyi–Sumedang–Dawuan (Cisumdawu) Toll Road, have been designated as part of the National Strategic Projects (PSN). In accordance with PP No. 23 Tahun 2024 tentang Jalan Tol, the Cisumdawu Toll Road rates need to be reviewed after two years of operation. Therefore, this study was conducted to evaluate the applicable toll road rates with the Ability to Pay (ATP), Willingness to Pay (WTP), and Vehicle Operating Cost (VOC) approaches. Through this approach, user characteristics are analyzed, ATP and WTP values are determined, and the the ideal limit of a feasible rates based on VOC is calculated as a basis for a more objective rates adjustment.

ATP and WTP analysis were carried out with data from the results of questionnaires that had been filled in by 129 users of the Cisumdawu Toll Road. Meanwhile, the VOC analysis was carried out after determining the representative vehicle that became the calculation component using the Pedoman PU and LAPI-ITB (1997). These parameters will be a consideration for adjusting the value of the applicable rates.

The current rate on the Cisumdawu Toll Road Section for class I vehicles is IDR 78,500.00. The Ability to Pay (ATP) value of users is in the range of Rp10,000.00 to Rp350,000.00 while the Willingness to Pay (WTP) value is in the range of Rp50,000.00 to Rp110,000.00. The value of ATP > Current rates > WTP which means that the utility felt by users is not maximized. The ideal rates based on the ATP-WTP correlation is Rp61,250.39 or Rp992.39/km with a cumulative percentage of 45.98%. Rates limit based on the Vehicle Operating Cost Advantage (BKBOK) result using Pedoman PU is Rp236.106,71 or Rp3.825,45/km while for LAPI-ITB (1997) is Rp77.111,89 or Rp1,249,38/km.
