Penataan kawasan Malioboro melalui relokasi PKL ke Teras
Malioboro 1 (TM 1) merupakan strategi Pemerintah Kota Yogyakarta dalam menata
ruang publik pariwisata. Pascarelokasi, muncul dinamika baru dalam tata kelola
dan relasi antara pengelola dan komunitas PKL. Penelitian ini mengkaji
implementasi prinsip-prinsip good governance serta respons komunitas PKL
sebagai trust networks terhadap kebijakan tersebut. Menggunakan
pendekatan kualitatif studi kasus, data diperoleh melalui wawancara mendalam
dan studi literatur. Temuan menunjukkan bahwa penerapan good governance
masih terbatas secara administratif dan belum membentuk partisipasi yang
inklusif. Kanal komunikasi bersifat informal dan transparansi berjalan parsial,
sementara respons PKL menunjukkan dinamika kepercayaan yang lebih bertumpu pada
relasi interpersonal daripada dukungan kelembagaan. Hal ini mencerminkan belum
terbangunnya tata kelola yang menjamin keterlibatan komunitas secara
substansial dan berkelanjutan.
The spatial reorganization of Malioboro through the
relocation of street vendors (PKL) to Teras Malioboro 1 (TM 1) is a strategy by
the Yogyakarta City Government to manage tourism-oriented public space.
Following the relocation, new dynamics emerged in governance practices and the
relationship between management authorities and the PKL community. This study
examines the implementation of good governance principles and how the PKL
community, as trust networks, responds to these policies. Using a qualitative
case study approach, data were collected through in-depth interviews and
literature review. The findings indicate that the application of good
governance remains largely administrative and has yet to foster inclusive
participation. Communication channels are predominantly informal, and
transparency is partial, while the PKL’s responses reflect trust dynamics that
rely more on interpersonal relations than institutional support. These
conditions highlight the absence of governance structures that ensure substantial
and sustainable community engagement.
