Perencanaan Rute Aman Selamat Sekolah Pada Kawasan Pendidikan Kabupaten Banjar (Studi Kasus: Jalan Ahmad Yani Kecamatan Martapura)

Jalan Ahmad Yani di Kecamatan Martapura Kabupaten Banjar memiliki beberapa sekolah yang terletak di sepanjang ruas jalan tersebut, antara lain SDN Keraton 1 Martapura, SMPN 1 Martapura, MTs dan MA Pangeran Antasari Martapura, SMAN 1 Martapura, dan SMA Muhammadiyah Martapura. Jalan Ahmad Yani tersebut berstatus jalan nasional, memiliki fungsi jalan arteri primer dengan tipe 4/2 T dan merupakan salah satu jalur utama di Kabupaten Banjar yang menghubungkan berbagai kawasan strategis, baik Kawasan perkantoran, perbelanjaan dan termasuk kawasan pendidikan. Namun, infrastruktur jalan di sepanjang Jalan Ahmad Yani masih menghadapi berbagai kendala, seperti volume lalu lintas yang tinggi, kurangnya fasilitas pejalan kaki yang memadai baik trotoar dan fasilitas penyebrangan, serta minimnya fasilitas penunjang keselamatan bagi pengguna jalan sehingga perlu dilakukan analisis yang bertujuam untuk mencari kebutuhan fasilitas penunjang keselamatan jalan serta merencanakan rute perjalanan pelajar yang aman dan selamat dengan mendesain kawasan pendidikan yang berkonsep Rute Aman Selamat Sekolah (RASS).
Metode yang digunakan untuk memenuhi kebutuhan keselamatan di kawasan pendidikan adalah dengan mengadopsi konsep RASS yang merujuk pada Peraturan Menteri Perhubungan No. 16 Tahun 2016. Konsep ini mencakup penentuan jalur pejalan kaki, pesepeda, serta moda transportasi umum atau angkutan sekolah. Selain itu, penerapan manajemen kecepatan di sekitar sekolah bertujuan untuk mengurangi risiko kecelakaan di area tersebut. Pengumpulan data dilakukan melalui survei primer terkait wawancara, observasi, dan pencatatan langsung di lapangan seperti survei asal tujuan pelajar, pencacahan lalu lintas, kecepatan kendaraan sesaat, pejalan kaki, dan geometrik jalan, serta data sekunder dari instansi terkait untuk mendukung analisis penelitian. Metode analisis yang digunakan meliputi analisis deskriptif karakteristik pola perjalanan dan angkutan umum/sekolah, analisis PKJI 2023, analisis pejalan kaki dan pesepeda, serta penilaian tingkat keselamatan jalan melalui peringkat bintang menggunakan iRAP.
Hasil analisis menunjukkan kecepatan rata-rata kendaraan di Jalan Ahmad Yani pada arah masuk kota sebesar 40,93 km/jam dan V/C Ratio 0,62 dengan tingkat pelayanan C sedangkan arah keluar kota 41,48 km/jam dan V/C Ratio 0,61 dengan tingkat pelayanan C, sehingga diperlukan manajemen batas kecepatan melalui penyediaan Zona Selamat Sekolah (ZoSS). Analisis lebih lanjut menetapkan rute pejalan kaki, pesepeda, dan angkutan umum/sekolah, serta fasilitas keselamatan seperti trotoar, pelican crossing, dan jalur sepeda dengan marka. Pemeringkatan bintang (star rating) keselamatan jalan di depan sekolah menggunakan International Road Assessment Program (iRAP) menunjukkan bahwa kondisi eksisting hanya memperoleh bintang 1 dan 2 untuk pejalan kaki dan pesepeda. Namun, setelah dilakukan perencanaan sesuai konsep RASS, peringkat tersebut meningkat menjadi bintang 4 dan 5. Usulan perbaikan, seperti penyediaan trotoar, jalur sepeda, fasilitas penyeberangan, serta pemasangan rambu dan marka untuk manajemen kecepatan, berperan penting dalam mengurangi risiko kecelakaan yang dapat dialami oleh pelajar.
Ahmad Yani street in Martapura District, Banjar Regency has several schools located along the road, including SDN Keraton 1 Martapura, SMPN 1 Martapura, MTs and MA Pangeran Antasari Martapura, SMAN 1 Martapura, and SMA Muhammadiyah Martapura. Ahmad Yani street has the status of a national road, has the function of a primary arterial road with a type of 4/2 T and is one of the main routes in Banjar Regency that connects various strategic areas, both office areas, shopping areas and including educational areas. However, the road infrastructure along Ahmad Yani street still faces various obstacles, such as high traffic volume, lack of adequate pedestrian facilities, both sidewalks and crossing facilities, and minimal safety support facilities for road users so that an analysis is needed aimed at finding the need for road safety support facilities and planning a safe and secure student travel route by designing an educational area with the concept of a Safe Routes for Safe Schools (RASS).
The method used to meet safety needs in educational areas is to adopt the RASS concept which refers to the Regulation of the Minister of Transportation No. 16 of 2016. This concept includes determining pedestrian, cyclist, and public transportation or school transportation routes. In addition, the implementation of speed management around schools aims to reduce the risk of accidents in the area. Data collection was carried out through primary surveys related to interviews, observations, and direct recording in the field such as student origin and destination surveys, traffic censuses, instantaneous vehicle speeds, pedestrians, and road geometry, as well as secondary data from related agencies to support research analysis. The analysis methods used include descriptive analysis of the characteristics of travel patterns and public/school transportation, PKJI 2023 analysis, pedestrian and cyclist analysis, and road safety level assessment through star ratings using iRAP.
The analysis results show that the average speed of vehicles on Ahmad Yani street in the direction of entering the city is 40.93 km/h and V/C Ratio 0.62 with a service level of C, while in the direction of leaving the city it is 41.48 km/h and V/C Ratio 0.61 with a service level of C, so speed limit management is needed through the provision of School Safety Zones (ZoSS). Further analysis determines the routes for pedestrians, cyclists, and public/school transportation, as well as safety facilities such as sidewalks, pelican crossings, and bicycle lanes with markings. The road safety star rating in front of the school using the International Road Assessment Program (iRAP) shows that the existing conditions only get 1 and 2 stars for pedestrians and cyclists. However, after planning according to the RASS concept, the rating increased to 4 and 5 stars. Proposed improvements, such as the provision of sidewalks, bicycle lanes, crossing facilities, and the installation of signs and markings for speed management, play an important role in reducing the risk of accidents that can be experienced by students.
