digital di sektor publik, melalui e-government bertujuan meningkatkan efisiensi dan
transparansi layanan.
Salah satu yang berkembang adalah layanan government-to-employee
(G2E), yaitu untuk
mengoptimalkan pengelolaan SDM melalui inovasi teknologi. Penelitian ini
menganalisis adopsi dan
faktor-faktor yang mempengaruhi penggunaan aplikasi pelatihan Akademi Talenta
ASN sebagai implementasi G2E menggunakan model UMEGA, yang mencakup ekspektasi
kinerja, ekspektasi usaha, risiko yang dirasakan, komitmen pimpinan, saluran
komunikasi, dan literasi digital, dengan moderasi usia dan pendidikan. Meski
aplikasi ini bertujuan mendukung kompetensi dan efisiensi ASN, banyak pengguna
hanya membuat akun tanpa menyelesaikan pelatihan, akibat hambatan seperti
keterlibatan rendah, kompleksitas aplikasi, dan kendala teknis, sehingga
diperlukan upaya untuk meningkatkan efektivitas penggunaannya.
Metode penelitian yang digunakan
adalah kuantitatif dengan pendekatan survei. Survei disebar kepada 516 reponden
yang merupakan pegawai ASN yang telah menggunakan aplikasi pelatihan Akademi
Talenta ASN. Data yang berhasil dikumpulkan sebanyak 210 responden. Analisis
data dilakukan menggunakan Structural Equation Modeling (SEM) dengan pendekatan
Partial Least Squares (PLS), yang memungkinkan peneliti menguji hubungan antar
variabel dan mengukur pengaruhnya terhadap tingkat adopsi aplikasi.
Digital transformation in the public
sector through e-government aims to enhance service efficiency and
transparency. One emerging approach is government-to-employee (G2E) services,
designed to optimize human resource management through technological
innovation. This study analyzes the adoption and factors influencing the use of
the ASN Talent Academy training application as a G2E implementation using the
UMEGA model, which includes performance expectancy, effort expectancy,
perceived risk, leadership commitment, communication channels, and digital
literacy, moderated by age and education. Although the application aims to
support ASN competency and efficiency, many users create accounts but do not
complete the training due to barriers such as low engagement, application
complexity, and technical issues, highlighting the need to improve its
effectiveness.
The research used a quantitative
method with a survey approach. Surveys were distributed to 516 respondents,
comprising ASN employees who had used the ASN Talent Academy training
application, with 210 valid responses collected. Data analysis was conducted
using Structural Equation Modeling (SEM) with a Partial Least Squares (PLS)
approach, enabling the examination of variable relationships and their effects
on application adoption levels.
The results indicate that effort expectancy has the most significant influence on adoption, followed by performance expectancy, leadership commitment, and digital literacy. Perceived risk does not have a significant effect, while communication channels show a positive influence. Age moderation significantly impacts the relationship between digital literacy and adoption levels, whereas education does not have a significant effect on this relationship. This study emphasizes the importance of intuitive application design, leadership support, and digital literacy development to enhance technology adoption in the public sector.
