SMEs (Small and Medium Enterprise) are the driving force of Indonesia’s economy. In 2022, SMEs contribute 65% to GDP and 97% to employment absorption in Indonesia. Data from OJK (2019) shows that SMEs in Indonesia have a low competitiveness index due to their inability to manage resources effectively. This is caused by issues in the SMEs financing industry, such as low financial and digital literacy, limited SMEs resources, and government policies that do not align with the capabilities of SMEs. The government has tasked PNM as an agent of development to enhance Indonesia's economy through SMEs activities.
Using a strategic management approach, this research aims to analyze the relevant external and internal issues in PNM’s business processes. By analyzing both environments, the researcher formulates alternative business strategies that integrate strengths, weaknesses, opportunities, and threats from PNM’s external and internal environments. The research method used is descriptive qualitative analysis with primary data obtained through interviews with PNM management. The analysis uses PESTEL, RBV, VRIO, and SWOT frameworks. The business strategy alternatives formulated by the researcher are indicated to potentially create a sustainable competitive advantage for PNM and strengthen the company’s position as a government development agent.
