Analisis Mitigasi Risiko Rantai Pasok di UMKM Cokelat "GK" dengan Metode House of Risk (HOR)

Kunjungan wisatawan di D.I. Yogyakarta mengalami peningkatan setelah sebelumnya sempat mengalami penurunan akibat pandemi Covid-19. Peningkatan kunjungan wisatawan tersebut memberikan dampak positif bagi industri kuliner, termasuk UMKM Cokelat “GK” yang berfokus pada penjualan cokelat sebagai oleh-oleh khas daerah. Namun, UMKM Cokelat “GK” masih menghadapi beberapa tantangan dalam rantai pasok, seperti inefisiensi biaya, ketidaktersediaan bahan baku dan kemasan, masalah pada cetakan cokelat, serta penanganan produk retur. Tujuan dari penelitian ini adalah mengidentifikasi aktivitas rantai pasok, mengidentifikasi dan menganalisis risiko rantai pasok, serta menyusun mitigasi risiko yang muncul pada rantai pasok UMKM Cokelat “GK”. Penelitian ini menggunakan metode House of Risk untuk menganalisis potensi risiko dan penyusunan strategi mitigasi risiko yang ada pada aktivitas rantai pasok UMKM Cokelat “GK”. Identifikasi aktivitas rantai pasok dilakukan dengan bantuan model Supply Chain Operations Reference (SCOR). Tahapan identifikasi risiko dan analisa risiko rantai pasok dilakukan pada House of Risk fase 1 (HOR 1) untuk menentukan sumber risiko yang diprioritaskan untuk ditindaklanjuti. Selanjutnya, tahapan evaluasi risiko dan perancangan tindakan mitigasi risiko rantai pasok dilakukan pada House of Risk fase 2 (HOR 2) untuk memberikan usulan tindakan mitigasi risiko. Hasil identifikasi kejadian risiko pada rantai pasok UMKM Cokelat “GK” teridentifikasi memiliki 44 kejadian risiko, yang disebabkan oleh 23 sumber risiko. Hasil analisis HOR 1 dan analisis Pareto, didapatkan 13 sumber risiko prioritas yang digunakan sebagai acuan dalam penyusunan usulan tindakan mitigasi risiko rantai pasok UMKM Cokelat “GK”. Hasil analisis HOR 2 diperoleh 15 prioritas tindakan mitigasi risiko yang harus dilakukan untuk meminimalkan risiko dalam aktivitas rantai pasok di UMKM Cokelat “GK”. Prioritas tindakan yang perlu dilakukan berdasarkan nilai ETD tertinggi, yaitu menjadwalkan pemeliharaan dan evaluasi fasilitas (PA2).

Tourist visits in D.I. Yogyakarta have increased following a previous decline caused by the Covid-19 pandemic. The increase in tourist visits has a positive impact on the culinary industry, including at UMKM Cokelat “GK”, which focuses on selling chocolate as a regional specialty food souvenir. However, at UMKM Cokelat “GK” still faces several challenges in the supply chain, such as cost inefficiencies, unavailability of raw materials and packaging, issues with chocolate molds, and handling of returned products. The purpose of this research is to identify supply chain activities, identify and analyze supply chain risks, and develop risk mitigation strategies that arise in the supply chain activities at UMKM Cokelat “GK”. This study uses the House of Risk method to analyze potential risks and develop risk mitigation strategies in the supply chain activities at UMKM Cokelat “GK”. The identification of supply chain activities is carried out using the Supply Chain Operations Reference (SCOR) model. The stages of risk identification and supply chain risk analysis are carried out in House of Risk phase 1 (HOR 1) to determine the prioritized risk sources for follow-up. The next stages of risk evaluation and supply chain risk mitigation action are carried out in House of Risk phase 2 (HOR 2) to provide proposed risk mitigation actions. Result of the risk event identification in the supply chain at UMKM Cokelat “GK” identified 44 risk events, caused by 23 risk sources. The results of the HOR 1 analysis and Pareto analysis identified 13 priority risk sources which are used as a reference in formulating proposed risk mitigation actions in the supply chain at UMKM Cokelat “GK”. The results of the HOR 2 analysis identified 15 priority risk mitigation actions that must be taken to minimize risks in the supply chain activities at UMKM Cokelat “GK”. The priority actions to be taken based on the highest ETD value are scheduling maintenance and facility evaluation (PA2).
