Perhitungan Estimasi Biaya Konstruksi dan Time Schedule berdasarkan Peraturan Menteri PUPR Nomor 8 Tahun 2023 pada Pekerjaan Struktur Proyek Emirates Indonesia Cardiology Hospital

Pembangunan infrastruktur di Indonesia mengalami perkembangan yang signifikan termasuk sektor kesehatan. Pemerintah Indonesia bekerja sama dengan Uni Emirat Arab untuk membangun Rumah Sakit Kardiologi Emirates Indonesia yang berlokasi di Surakarta. Proyek besar sangat berpotensi terjadinya overbudget dan keterlambatan.  Dalam konteks ini, estimasi biaya konstruksi dan time scheduling (penjadwalan waktu) menjadi dua komponen krusial yang menentukan keberhasilan proyek.

Penelitian ini bertujuan untuk melakukan studi komprehensif terkait perhitungan estimasi biaya konstruksi dan time scheduling struktur pada proyek Rumah Sakit Kardiologi Emirates Indonesia. Dalam mendukung hasil perhitungan yang efektif dan akurat, pemerintah Indonesia menerbitkan standar terbaru dalam bentuk Analisis Harga Satuan Pekerjaan (AHSP) yang tercantum dalam Peraturan Menteri PUPR nomor 8 tahun 2023.

Hasil perhitungan volume pekerjaan yang didapatkan yaitu pengeboran borpile 1238,54 m3, galian tanah 2150,65 m3, angkutan tanah 2150,65 m3, urugan pasir 100 mm 428,9 m3, lantai kerja 50 mm 225,71 m3, tulangan 657688,8 kg, bekisting hebel 133,27 m3, bekisting kayu 20837,36 m2, beton (f'c = 30 MPa) 3576,06 m3, dan beton (f'c = 35 MPa) 835,86 m3. Estimasi biaya konstruksi pekerjaan struktur berdasarkan Peraturan Menteri PUPR nomor 8 didapatkan total anggaran biaya sebesar Rp. 31.047.304.703,00. Time schedule dan kurva S pada pekerjaan struktur didapatkan durasi pelaksanaan selama 48 minggu atau 273 hari dengan network planning PDM didapatkan jalur kritis pada pekerjaan pile, pekerjaan tanah, pilecap, kolom, balok dan slab lantai tiga.

Infrastructure development in Indonesia has developed significantly, including the health sector. The Indonesian government is collaborating with the United Arab Emirates to build the Emirates Indonesia Cardiology Hospital located in Solo. Large projects have the potential for overbudget and delays.  In this context, construction cost estimation and time scheduling are two crucial components that determine project success.

This research aims to conduct a comprehensive study related to the calculation of construction cost estimation and time scheduling of structures in the Emirates Indonesia Cardiology Hospital project. In supporting effective and accurate calculation results, the Indonesian government issued the latest standards in the form of Analysis of Unit Price of Work (AHSP) listed in the Minister of PUPR Regulation number 8 of 2023.

The results of the calculation of the volume of work obtained boredpile drilling 1238,54 m3, excavation 2150,65 m3, disposal of soil 2150,65 m3, backfill sand 100 mm 428,9 m3, lean concrete 50 mm 225,71 m3, rebar 657688,8 kg, formwork hebel 133,27 m3, formwork wood 20837,36 m2, concrete (f'c = 30 MPa) 3576,06 m3, and concrete (f'c = 35 MPa) 835,86 m3. The estimated construction cost of structural work based on the Minister of PUPR Regulation number 8 of 2023 obtained a total cost budget of Rp. 31,047,304,703.00. Time schedule and S curve on structural work obtained implementation duration for 48 weeks or 273 days with network planning PDM obtained critical path on pile work, earth work, pilecap, column, beam and third floor slab.
