Tingkat Kepuasan Penghuni terhadap Rusunawa Bener Sebagai Hunian di Kawasan Perkotaan Kota Yogyakarta

Kota Yogyakarta merupakan kota dengan nilai lahan yang selalu naik dari tahun ke tahun, akibatnya masyarakat lokal yang memiliki penghasilan menengah kebawah sulit untuk mendapatkan tempat tinggal. Kondisi tersebut akan memunculkan masalah baru yaitu permukiman kumuh yang identik dengan bantaran sungai. Salah satu program Pemerintah Kota Yogyakarta untuk menangani masalah permukiman kumuh adalah pembangunan rumah susun sederhana sewa (Rusunawa), salah satunya adalah Rusunawa Bener. Tujuan pada penelitian ini yaitu, (1) mengidentifikasi karakteristik Rusunawa Bener, (2) menganalisis tingkat kepuasan penghuni Rusunawa Bener, dan (3) menganalisis faktor-faktor yang memengaruhi tingkat kepuasan penghuni Rusunawa Bener.
Pada penelitian ini menggunakan pendekatan kuantitatif deskriptif dan data pengumpulan data didapatkan menggunakan kuesioner dan observasi, kemudian dianalisis menggunakan visualisasi data berupa tabel grafik dan diagram yang diuraikan secara deskriptif. Unit analisis sampel yang digunakan adalah kartu keluarga (KK) penghuni rusunawa yang dipilih menggunakan metode simple random sampling. Jumlah sampel yang digunakan untuk sebagai responden menggunakan teknik slovin dengan tingkat ketelitian sebesar 10%. Analisis kepuasan penghuni Rusunawa Bener menggunakan metode Survei Kepuasan Masyarakat (SKM) berdasarkan Peraturan Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi Republik Indonesia Nomor 14 tahun 2024. Sementara itu, analisis faktor yang memengaruhi kepuasan penghuni menggunakan metode analisis uji faktor.
Hasil penelitian ini menunjukkan terdapat 2 kelompok karakteristik Rusunawa Bener yaitu karakteristik fisik dan non fisik. Karakteristik fisik Rusunawa Bener terdiri dari fasilitas unit hunian, fasilitas umum Rusunawa Bener, serta fasilitas di sekitar Rusunawa Bener dalam radius +- 400 m dari rusunawa. Sementara itu, karakteristik non fisik Rusunawa Bener meliputi, penghuni rusunawa dan harga sewa rusunawa. Serta, hasil penelitian menunjukkan bahwa penghuni rusunawa menunjukkan kepuasan terhadap fasilitas unit hunian, keamanan, kebersihan dan fasilitas keamanan. Faktor-faktor yang memengaruhi kepuasan tersebut ada dua yaitu faktor fasilitas unit hunian dan faktor fasilitas umum rusuanwa. Faktor fasilitas unit hunian merupakan faktor dominan yang memberikan pengaruh sebesar 41,48%, sedangkan faktor fasilitas umum rusunawa memberikan pengaruh sebesar 22,81%. Kedua faktor tersebut hanya dapat memberikan pengaruh sebesar 64,39%, sedangkan 35,61% dijelaskan oleh faktor lain yang tidak diteliti
Yogyakarta City is a city with land values that always increase from year to year; as a result, local people who have middle to lower income find it difficult to get a place to live. These conditions will raise new problems, namely slums that are identical to the riverbanks of Yogyakarta City. One of the Yogyakarta City Government's programs to deal with the slum problem is the construction of simple rental flats (Rusunawa), one of which is Rusunawa Bener. The objectives of this study are (1) to identify the characteristics of Rusunawa Bener, (2) to analyze the level of satisfaction of residents of Rusunawa Bener, and (3) to analyze the factors that influence the level of satisfaction of residents of Rusunawa Bener.
In this study, using a descriptive quantitative approach and data collection data obtained using questionnaires and observations, then analyzed using data visualization in the form of graph tables and diagrams described descriptively. The sample analysis unit used is the family card (KK) of the residents of the flat, which is selected using simple random sampling methods. The number of samples used as respondents using the Slovin technique with an accuracy level of 10%. Analysis of the satisfaction of residents of Rusunawa Bener using the Community Satisfaction Survey (SKM) method based on the Regulation of the Minister of Administrative Reform and Bureaucratic Reform of the Republic of Indonesia Number 14 of 2024. Meanwhile, the analysis of factors affecting residents' satisfaction uses the factor test analysis method.
The results of this study indicate that there are 2 groups of characteristics of Rusunawa Bener, namely physical and non-physical characteristics. The physical characteristics of Rusunawa Bener consist of residential unit facilities, public facilities of Rusunawa Bener, and facilities around Rusunawa Bener within a radius of +/- 400 m from the rusunawa. Meanwhile, the non-physical characteristics of Rusunawa Bener include Rusunawa residents and Rusunawa rental prices. Also, the results of the study showed that residents of the Rusunawa showed satisfaction with the facilities of the residential units, security, cleanliness, and security facilities. There are two factors that influence this satisfaction, namely the residential unit facility factor and the public facility factor of Rusunawa. The residential unit facility factor is the dominant factor that gives an influence of 41.48%, while the public facility factor of the Rusunawa gives an influence of 22.81%. Both factors can only give an influence of 64.39%, while 35.61% is explained by other factors that were not studied.
