Analysis of Employee Satisfaction on HSSE "PEKA" Whistleblowing Facility Using the Importance Performance Analysis

Studi ini meliputi dua tujuan utama, yaitu menganalisis aspek-aspek implementasi sistem yang perlu ditingkatkan kinerjanya dan aspek-aspek yang perlu dipertahankan kinerjanya guna meningkatkan kesuksesan dan ketepatgunaan dari sistem pengaduan pelanggaran (whistleblowing) internal HSSE Pengamatan Keselamatan "PEKA" di PT. ABC yang telah dijalankan semenjak November 2022. Aspek-aspek tersebut terangkum dalam 10 atribut berupa aksesibilitas, sosialisasi teknis, sosialisasi kepentingan, kesesuaian, ketanggapan pengananan, manajemen retaliasi, kemudahan penggunaan antarmuka, insentif, penalti, dan laporan hasil, di mana kesepuluh atribut tersebut dinilai tingkat kepentingan dan kinerjanya oleh 112 pekerja lapangan PT. ABC sebagai responden menggunakan skala penilaian 1--10 untuk kemudian dianalisis menggunakan metode Importance-Performance Analysis (IPA) pada kuisioner yang dikembangkan melalui suatu Focus Group Discussion (FGD) dan wawancara mendalam dengan 7 narasumber dari fungsi terkait yang berwenang terhadap berjalannya sistem PEKA. Hasil penelitian menunjukkan bahwa dari kesepuluh atribut yang telah diamati, aksesibilitas, sosialisasi kepentingan, insentif, serta laporan hasil merupakan aspek-aspek yang masih perlu ditingkatkan keberadaannya sementara ketanggapan pengananan, manajemen retaliasi, dan penalti merupakan aspek-aspek yang perlu dijaga kualitasnya.
This study encompasses two main objectives: to analyze aspects of the system implementation which need performance improvements and aspects which need to be maintained in order to enhance the success of the internal HSSE whistleblowing system "PEKA" at PT. ABC, which has been in operation since November 2022. These aspects, summarized into 10 attributes which are accessibility, technical aspects socialization, importance socialization, appropriateness, response handling, retaliation management, interface user-friendliness, incentives, penalties, and report delivery, were evaluated for their importance and performance by 112 on-site workers at PT. ABC using a rating scale of 1--10. The evaluation was analyzed using the Importance-Performance Analysis (IPA) method on a questionnaire developed through a Focus Group Discussion (FGD) and in-depth interviews with 7 experts from related functions responsible for the operation of the whistleblowing system. The results show that among the ten observed attributes, accessibility, importance socialization, incentives, and report delivery are aspects that require immediate improvements, while response handling, retaliation management, and penalties are aspects which need to be maintained.
