Dimensi Kepublikan (Publicness) dari Bimbingan Belajar Bebas Biaya (Fee-Free Tutoring): Studi Kasus Bimbingan Belajar oleh Ambis Bareng

Shadow education is an academic activity conducted outside school hours to complement the students’ learning, but does not relate to music, arts, or sports. However, shadow education is considered as a contributor of the social inequality because students with a high socio-economic status are perceived to have greater access to shadow educations, both in quality and in quantity, compared to those from lower socio-economic status. On the other hand, in its development, shadow education includes not only fee-based tutoring, but also fee-free tutoring. This research contributes to filling the knowledge gap about shadow education by examining the publicness dimension of fee-free tutoring, specifically in terms of management and participation characteristics as well as accessibility. This research uses a case study design with Ambis Bareng as the unit of analysis. Through the mixed methods approach, this research adopted data collection techniques consisting of content analysis, surveys with opportunistic sampling, and interviews with purposive samplings.
The results of the research show that fee-free tutoring meets the dimension of publicness. It is identified through one of the concepts of publicness based on three dimensions: access, actors, and interest. Unlike fee-based tutoring, the existence of fee-free tutoring is accessible to students with low socio-economic status, and this research found no indication of unequal access. In this regard, the researcher recommends the government to better manage education as a public good, provide support to fee-free tutoring providers, and establish regulatory pricing systems to manage market competition in the provision of shadow education.
