Implementation of Public Information Disclosure Policy in Sub-District Office of Kebayoran Lama, South Jakarta

Penelitian ini bertujuan untuk mengetahui implementasi kebijakan keterbukaan informasi publik di Kantor Kecamatan Kebayoran Lama Jakarta Selatan. Kebijakan ini diterapkan sebagai bentuk pemenuhan hak asasi manusia dan memberikan akses kepada masyarakat agar informasi publik dapat diperoleh dengan mudah.

Penelitian ini menggunakan pendekatan deskriptif kualitatif, dan termasuk dalam penelitian kualitatif. Penelitian ini menggunakan teori implementasi yang dikemukakan oleh George Edward III. Ia menyatakan, ada 4 (empat) faktor yang mempunyai peranan penting dalam implementasi kebijakan, yaitu komunikasi, sumber daya, disposisi, dan struktur birokrasi. Untuk memperoleh data yang diperlukan, peneliti menggunakan metode observasi lokasi penelitian dan wawancara terhadap responden. Dengan demikian, data yang digunakan sebagai bahan penelitian berupa transkrip wawancara, catatan observasi, dan didukung dari jurnal, website, dan dokumen online. Wawancara diambil dari dua sudut pandang. Dari sisi penyedia layanan, Kantor Camat Kebayoran Lama, dan beberapa pengguna layanan yaitu beberapa warga. Narasumber yang diambil dari Kantor Camat Kebayoran Lama merupakan salah satu perwakilan dari PPID Kecamatan Kebayoran Lama, dan pengguna layanan adalah 4 (empat) orang warga yang telah mengakses informasi publik di Kantor Camat Kebayoran Lama.

Hasil penelitian menunjukkan bahwa Kantor PPID Kebayoran Lama sudah melakukan upaya yang cukup dalam melaksanakan kebijakan keterbukaan informasi publik. Beberapa upaya yang diberikan telah memenuhi tujuan PPID dan kebijakan keterbukaan informasi publik, dimana manajemen mutu menjadi faktor yang paling dominan. Namun jika ditinjau dari faktor teoritis George Edward III, PPID Kantor Kecamatan Kebayoran Lama tidak memenuhi faktor struktur birokrasi karena belum mempunyai struktur birokrasi yang jelas.

This research aims to determine the implementation of public information disclosure policy at the Kebayoran Lama Sub-District Office, South Jakarta. This policy is implemented as a form of fulfilling human rights and providing access to the public so that public information can be easily obtained.

This research used a qualitative descriptive approach, and included as qualitative research. This research uses the implementation theory put forward by George Edward III. He stated that 4 (four) factors have an important role in policy implementation, namely communication, resources, disposition, and bureaucratic structure. To obtain the required data, researcher used research location observation methods and interviews with respondents. Thus, the data used as research material is in the form of interview transcripts, observation records, and supported from journals, websites, and online documents. The interview was taken from two points of view. From the perspective of service providers, the Kebayoran Lama Sub-District Office, and several service users, namely several residents. The resource person taken from the Kebayoran Lama Sub-District Office was one of the representatives of the Kebayoran Lama Sub-District PPID, and the service users were 4 (four) residents who had accessed public information at the Kebayoran Lama Sub-District Office.

The research results show that the PPID Kebayoran Lama Sub-District Office has made sufficient effort in implementing the public information disclosure policy. Some of the efforts provided have fulfilled the objectives of PPID and the public information disclosure policy, being quality management as the most dominant factor. However, in terms of George Edward III's theoretical factors, the Kebayoran Lama District Office PPID does not meet the bureaucratic structure factor because they do not have a clear bureaucratic structure.
