SISTEM SERTIFIKAT ELEKTRONIK DINAS PENDIDIKAN PROVINSI DKI JAKARTA BERBASIS MOBILE

Dalam era kemajuan teknologi yang pesat, terutama di sektor pemerintahan Indonesia, penting untuk memahami dampak penerapan teknologi informasi dan komunikasi terhadap pelayanan masyarakat dan efisiensi proses bisnis. Pandemi COVID-19 telah mempercepat transformasi digital, khususnya dalam pemerintahan, di mana pembatasan interaksi fisik mendorong penggunaan teknologi sebagai solusi alternatif. Dinas Pendidikan Provinsi DKI Jakarta berupaya mewujudkan Sistem Pemerintahan Berbasis Elektronik (SPBE) melalui implementasi surat kedinasan dengan tanda tangan elektronik. Untuk itu, penulis merancang aplikasi mobile bernama SSEDISDIK, menggunakan framework Flutter sehingga dapat diakses melalui Android dan iOS.. Aplikasi ini dilengkapi dengan machine learning menggunakan metode Natural Language Processing (NLP) dan library Fuzzy Wuzzy untuk mempermudah penginputan data. Aplikasi ini memfasilitasi penandatanganan naskah dinas yang divalidasi secara elektronik oleh Badan Sertifikat Elektronik (BSrE), menghasilkan tata kelola pelayanan publik yang lebih efisien dan akuntabel. Pengujian aplikasi dilakukan menggunakan pengujian fungsional, pengujian hipotesis dan User Acceptance Testing (UAT). Hasil dari pengujian menunjukkan bahwa aplikasi ini dapat meningkatkan efisiensi administrasi.

Dengan demikian, penerapan teknologi informasi yang tepat dapat menciptakan sistem pemerintahan yang transparan dan responsif terhadap tantangan era digital, serta memberikan manfaat nyata bagi masyarakat.

In an era of rapid technological advancement, particularly in the Indonesian government sector, it is crucial to understand the impact of information and communication technology on public services and business process efficiency. The COVID-19 pandemic has accelerated digital transformation, especially in government, where physical interaction restrictions have driven the use of technology as an alternative solution. Dinas Pendidikan Provinsi DKI Jakarta strives to realize an Electronic-Based Government System (EBGS) through the implementation of official documents with electronic signatures. For this purpose, the author designed a mobile application called SSEDISDIK, using the Flutter framework so that it can be accessed via Android and iOS. This application is equipped with machine learning using the Natural Language Processing (NLP) method and the Fuzzy Wuzzy library to facilitate data entry. This application facilitates the signing of official documents that are electronically validated by the Badan Sertifikat Elektronik (BSrE), resulting in more efficient and accountable public service governance. Application testing is conducted using functional testing, hypothesis testing, and User Acceptance Testing (UAT). The test results show that this application can improve administrative efficiency.

Thus, the proper application of information technology can create a government system that is transparent and responsive to the challenges of the digital era, and provide tangible benefits to the public.
