Analisis Kecelakaan Bus Rapid Transit PT Transportasi Jakarta dengan Human Factor Analysis and Classification Systems

Bus Rapid Transit (BRT) Transjakarta merupakan salah satu moda transportasi massal yang penting bagi pergerakan orang di wilayah DKI Jakarta dan sekitarnya. PT Transportasi Jakarta sebagai penyelenggara BRT pada tahun 2022 mengalami berbagai kecelakaan yang sebagian besar diakibatkan oleh faktor kesalahan manusia. Penelitian ini bertujuan untuk mengidentifikasi faktor penyebab kesalahan manusia yang mempengaruhi terjadinya kecelakaan BRT serta memberikan usulan rekomendasi perbaikan pada faktor penyebab kecelakaan. Identifikasi faktor dilakukan dengan metode Human Factor Analysis and Classification Systems (HFACS) pada 57 kasus kecelakaan BRT Transjakarta yang terjadi pada tahun 2022. Metode HFACS mengklasifikasikan faktor manusia sebagai penyebab kecelakaan dalam 4 level yaitu level unsafe acts, level preconditions of unsafe acts, level unsafe supervision dan level organizational influences. Dalam setiap level faktor penyebab diklasifikasikan pada beberapa kategori dan subkategori. Selanjutnya dari hasil klasifikasi dilakukan analisis usulan rekomendasi perbaikan. Hasil dari penelitian ini ditemukan 94,74% penyebab kecelakaan dipengaruhi faktor skill-based error, sebesar 61,40% dipengaruhi oleh faktor adverse mental states, di level faktor inadequate supervision sebesar 59,65%, faktor decisions error sebesar 56,14?n pengaruh faktor physical environment sebesar 42,11%. Usulan rekomendasi perbaikan dapat dilakukan dengan meningkatkan keefektifan pelatihan kompetensi para pengemudi, petugas dan pengawas, meningkatkan penerapan budaya kesadaran keselamatan dalam berkendara, program pemeriksaan kesehatan fisik dan konseling mental, membuat sistem pengawasan kesiapan petugas sebelum bertugas secara terpusat, meningkatkan program kesejahteraan serta meningkatkan koordinasi dengan instansi berwenang terkait keselamatan operasional BRT. 

Transjakarta Bus Rapid Transit (BRT) is one of the important mass transportation modes for the movement of people in DKI Jakarta and its surrounding areas. In 2022, PT Transportasi Jakarta, as the organizer of BRT in DKI Jakarta, encountered various accidents caused by human error. The purpose of this study is to identify the causal factors of human error-related contributing elements that impact BRT mishaps and offer suggestions for mitigating such concerns. The Human Factor Analysis and Classification Systems (HFACS) method was used to identify factors in 57 cases of Transjakarta BRT accidents that occurred in 2022. The HFACS method classifies human factors as causes of accidents into four levels: unsafe acts, preconditions of unsafe acts, unsafe supervision, and organizational influences. Each level categorizes factors into several categories and sub-categories. Subsequently, based on the classification results, an analysis of recommended improvement measures is carried out. The findings of this research reveal that 94.74% of accidents are influenced by skill-based errors; the second is 61.40% attributed to adverse mental states; the third is 59.65% to inadequate supervision factors; the fourth is a factor from decisions errors with 56,14%; and the fifth is 42,11% attributed to the physical environment. This study recommends improvements such as enhancing the effectiveness of training and competence for drivers, officers, and supervisors; promoting the implementation of an awareness-based safety driving culture; regular physical checkups and mental counseling programs; establishing a centralized system for monitoring the readiness of personnel before duty; improving welfare programs; and enhancing coordination with relevant authorities regarding BRT safety operations.
