ANALISIS KETERLAMBATAN PROYEK: STUDI PADA PEMBANGUNAN JARINGAN TRANSMISI LISTRIK 150 kV AMPEL INCOMER

PT PLN (Persero) sebagai perusahaan Badan Usaha Milik Negara (BUMN) yang bertanggungjawab dalam menyediakan pasokan daya listrik dengan membangun proyek infrastruktur ketenagalistrikan. Namun dalam pelaksanaannya Proyek Infrastruktur Ketenagalistrikan tersebut banyak mengalami keterlambatan dalam penyelesaiannya. Tujuan penelitian ini adalah untuk mengidentifikasi faktorfaktor dan akar permasalahan keterlambatan proyek Jaringan Transmisi Listrik pada PLN, dengan studi pada Proyek Pembangunan Jaringan Transmisi 150 kV Ampel Incomer yang mengalami keterlambatan 1.296 hari. Penelitian ini menggunakan metode penelitian Naratif Interpretatif Kualitatif didukung Deskriptif Kuantitatif dengan pendekatan Triple Constraint. Pengumpulan data dengan cara melakukan wawancara secara langsung kepada narasumber yang terlibat dalam pelaksanaan proyek. Informasi dan hasil wawancara dianalisis menggunakan diagram fishbone untuk menentukan kategori 6M penyebab keterlambatan. Hasil dari analisis fishbone menghasilkan 6 kategori yaitu Man, Money, Machine, Material, Method, dan Mother Nature. Berdasarkan 6 kategori keterlambatan proyek yang ditemukan dilanjutkan analisis diagram pareto level 1 untuk menemukan kategori prioritas penyebab keterlambatan. Hasil analisis Pareto level 1 ditemukan 4 kategori prioritas penyebab keterlambatan dimana 80?rpengaruh dalam keterlambatan proyek yaitu Mother Nature, Money, Material, dan Method. Dari empat kategori tersebut dianalisis Pareto level 2 untuk menentukan faktor utama penyebab keterlambatan dengan hasil 10 prioritas faktor utama penyebab keterlambatan proyek yaitu pembatasan perjalanan yang menghambat ketersediaan tenaga kerja akibat pandemi COVID 19, cash flow kontraktor yang tidak lancar, keterlambatan pembayaran dari owner, keterlambatan kedatangan material, kerusakan material di gudang atau site, adanya gangguan sosial di lapangan dari masyarakat setempat, keterlambatan penerbitan approval drawing, ketidaksesuaian hasil pekerjaan dengan desain, sulitnya ijin jadwal padam dari unit PLN terkait. Selanjutnya dilakukan analisis 5 Whys terhadap faktor keterlambatan yang ditemukan untuk menentukan akar masalah penyebab keterlambatan proyek sehingga dapat ditentukan langkah-langkah mitigasi yang dapat direkomendasikan atau disarankan kepada PLN sehingga keterlambatan proyek serupa dapat dihindari.

PT PLN (Persero) as a State-Owned Enterprise (SOE) is responsible for providing electricity supply by building electricity infrastructure projects. However, in the implementation of the Electricity Infrastructure Project, many of them are delayed in the completion. The objective of this research is to identify the factors and root causes of delays in the Electricity Transmission project at PLN, focusing on the 150 kV Ampel Incomer Transmission Development Project which experienced a delay of 1,296 days. This research uses a Qualitative Interpretative Narrative research method supported by Quantitative Descriptive with Triple Constraint approach. Data collection by conducting direct interviews with resource persons involved in project execution. The information and interview results were analyzed using a fishbone diagram to determine the 6M category of causes of delay. The results of the fishbone analysis resulted in 6 categories consisting of Man, Money, Machine, Material, Method, and Mother Nature. Based on these 6 categories of project delays, further using level 1 Pareto diagram analysis proceeds to identify priority category of the cause of delay. The results of pareto level 1 analysis identified 4 priority categories of causes of delay which had 80% contributing on project delays, consisting of Mother Nature, Money, Material, and Method. From these 4 categories, Pareto level 2 analysis was conducted to determine the main factors causing delays with the results of 10 priority factors causing project delays, which are: travel restrictions that hindering the availability of labor due to the COVID 19 pandemic, poor contractor cash flow, delays in payment from the owner, delays in material arrival, material damage in the warehouse or site, social disturbances in the field from the local community, delays in issuing approval drawings, mismatches between work results and designs, difficulty in obtaining permission for outage schedules from related PLN units. Furthermore, the 5 Whys analysis of the delay factors found is carried out to determine the root causes of project delays so that mitigation steps can be recommended or suggested to PLN so that similar project delays can be avoided in the future.
