The concept of circular economy (CE) is crucial in addressing the challenges of increasingly limited resources and uncontrolled waste disposal. CE practices need to be developed across industries in Indonesia, including among Micro, Small, and Medium-sized Enterprises (MSMEs). MSMEs play a significant role in job creation and are major contributors to the gross domestic product, growth, and exports in Indonesia. However, MSMEs also contribute significantly to overall industrial pollution. Yet, the implementation of CE in MSMEs remains largely unexplored. Therefore, the research problem addressed in this study is how is the implementation of CE in Indonesia. The aim of this study is to identify enablers, barriers, and strategies for implementing CE in MSMEs in Indonesia.
A systematic literature review (SLR) was conducted using the Preferred Reporting Items for Systematic Reviews and Meta-Analysis (PRISMA) procedure, resulting in a total of 46 articles selected for analysis based on the research objectives. The results of the literature review were then adopted to develop the survey instrument. Data collection was carried out through questionnaires distributed to respondents online, and a total of 153 respondents, who were owners/top managers of MSMEs in the Special Region of Yogyakarta (DIY), participated in this study.
The research findings indicate that the most identified enablers of CE implementation by MSMEs include government support in the form of funding, training, and campaigns, the ability to maximize the value of raw materials, and a company culture oriented toward the environment. Meanwhile, the most identified barriers by MSMEs are high costs for waste processing, unstable political government conditions, lack of resources, and limitations in knowledge and skills. The most identified CE implementation strategies by MSMEs include government support for technology, raw material and energy efficiency, collaboration among stakeholders, workshops and knowledge sharing among MSMEs, awareness, commitment, knowledge, and skills of MSMEs in CE implementation, continuous innovation for sustainability, lean thinking, and processes aligned with the 3R concept.
