ANALISIS FAKTOR-FAKTOR DALAM MANAJEMEN PROYEK TERHADAP KESUKSESAN PROYEK TEKNOLOGI INFORMASI (Studi pada PT Kustodian Sentral Efek Indonesia)

Layanan jasa yang disediakan PT Kustodian Sentral Efek Indonesia (KSEI) sebagai Lembaga Penyimpanan dan Penyelesaian di pasar modal Indonesia tidak terlepas dari peran teknologi informasi. Perkembangan layanan jasa dan infrastruktur yang disediakan KSEI dilaksanakan melalui Proyek Teknologi Informasi yang setiap tahun menunjukkan peningkatan jumlah yang harus diselesaikan. Kesuksesan penyelesaian Proyek Teknologi Informasi di KSEI menjadi hal penting yang akan berpengaruh terhadap pencapaian tujuan perusahaan, dan secara tidak langsung kepada industri pasar modal Indonesia. 

Penelitian ini bertujuan untuk mengidentifikasi faktor-faktor terkait manajemen proyek yang berpengaruh terhadap kesuksesan Proyek Teknologi Informasi di KSEI, menganalisis pengaruh faktor-faktor terkait manajemen proyek yang telah diidentifikasi tersebut terhadap kesuksesan proyek pada kriteria biaya, jadwal dan operabilitas serta evaluasi atas kebijakan yang telah dilakukan Project Management Office (PMO) dalam mengawal kesuksesan Proyek Teknologi Informasi di KSEI. Data yang digunakan dalam penelitian adalah data primer dan data sekunder. Data primer diperoleh dari hasil wawancara dan focus group discussion. Hasil wawancara dianalisis menggunakan aplikasi NVIVO. Adapun data sekunder berasal antara lain dari data perusahaan, laporan, kebijakan. 

Hasil penelitian ini menunjukkan terdapat tiga belas faktor yang teridentifikasi berpengaruh terhadap kesuksesan Proyek Teknologi Informasi di KSEI. Faktor Cross-functional Integration, Problem Solving dan Project Manager Continuity merupakan tiga faktor yang memiliki pengaruh terbesar terhadap kesuksesan proyek pada kriteria biaya, waktu dan operabilitas. Faktor Clear Project Goal merupakan faktor yang berpengaruh pada seluruh kriteria kesuksesan proyek, disusul oleh faktor Problem Solving dan Virtual Office Usage. Beberapa kebijakan PMO yang diterapkan untuk meningkatkan kesuksesan Proyek Teknologi Informasi adalah penyelenggaraan Open House, penerapan persyaratan baru pada penyusunan Business Requirement Specification dan penerapan mekanisme baru dalam monitoring dan kontrol proyek.

The services provided by PT Kustodian Sentral Efek Indonesia (KSEI) as a Central Securities Depository Institution in the Indonesian capital market cannot be separated from its information technology role. The development of services and infrastructure provided by KSEI is carried out through Information Technology Projects which every year show an increase in the number that must be completed. The successful completion of KSEI’s Information Technology Project is an important matter that will influence the achievement of the company's goals, and indirectly the Indonesian capital market industry.

This study aims to identify factors related to project management that influence the success of KSEI’s Information Technology Projects, analyze the influence of factors related to project management that have been identified on project success criteria in cost, schedule and operability as well as evaluate Project Management Office (PMO) policy in monitoring the success of KSEI’s Information Technology Projects. The data used in the study are primary and secondary data. Primary data was obtained from interviews and focus group discussions. The interview results were analyzed using the NVIVO application. Secondary data comes from, among other things, company data, reports, policies.

The results of this study indicate that there are 13 factors that influence the success of KSEI’s Information Technology Projects. Cross-functional Integration, Problem Solving and Project Manager Continuity factors are the three factors that have the greatest influence on project success on the criteria of cost, time and operability. The Clear Project Goal factor is a factor that influences all project success criteria, followed by the Problem Solving and Virtual Office Usage factors. PMO policies implemented to increase the success of Information Technology Projects are conducting Open Houses, implementing new requirements for Business Requirements Specifications creation and implementing new mechanisms in project monitoring and control.
