Improving the quality of public services within the framework of the Transformation of People's Services is a priority program of the Ministry of Religious Affairs. The Bantul Regency Office of The Ministry of Religious Affairs as a vertical agency seeks to achieve this goal by developing its organizational capacity. This study aims to explain the development of a organizational capacity and its relationship to improving service quality, especially in the field of Hajj and Umrah. Capacity Development is focused on aspect resource development, program management and management processes, leadership and collaboration networks. This research methods uses descriptive qualitative, data collection techniques through interviews, focus group discussion and documentation. Research result: the quality of public services shows good quality. Resource capacity building through increasing the competence of human service resources and infrastructure development of PLHUT. Programs and management that have been carried out through planned strategies, problem identification, communication and decision making and strengthening supervision. Network built with partners through similarities in the needs pf public organizations in the field of services. Organizational capacity has an influence on service quality. Good organizational capacity promotes quality public service delivery. Competent human resources, efficient management, and adaptability to technology and innovation are key elements in an organization's sustainable existence.
