Analisis Perbaikan Sistem Online Single Submission Risk Based Approach (OSS-RBA) Menggunakan Importance Performance Analysis (IPA)

Teknologi informasi memegang peran penting dalam menjalankan organisasi agar setiap proses yang dijalankan menjadi lebih mudah dan cepat. Salah satu organisasi yang memanfaatkan teknologi informasi adalah Kementerian Investasi/BKPM, instansi pemerintah yang menjalankan pelayanan publik dalam hal perizinan berusaha melalui penyelenggaraan sistem Online Single Submission (OSS). Melalui sistem OSS proses perizinan berusaha menjadi lebih sederhana dan terpusat sehingga pelaku usaha cukup melakukan permohonan pada satu pintu.

Untuk mendukung proses perizinan sistem OSS diharapkan memiliki kinerja yang baik, sehingga dapat memberikan kemudahan bagi pelaku usaha. Namun berdasarkan laporan hasil konsultasi, masih terdapat banyak keluhan dari pengguna terkait kinerja sistem OSS. Berdasarkan hal tersebut, perlu dilakukan analisis yang menjelaskan kinerja sistem OSS serta pengembangan yang diperlukan agar sistem mampu secara efektif membantu pelaku usaha dalam pelaksanaan proses perizinan berusaha.

Penelitian ini dilakukan kepada pelaku usaha yang bertindak sebagai pengguna sistem OSS dengan melakukan survei untuk menilai tingkat kinerja dan tingkat kepentingan sistem OSS dengan kondisi saat ini menggunakan 29 item kuesioner yang ditentukan berdasarkan rujukan standar kriteria dan sub-kriteria ISO 25010:2011.

Berdasarkan hasil analisis IPA tingkat kinerja sistem OSS saat ini masih lebih rendah dibandingkan dengan yang diharapkan oleh pengguna, hal tersebut ditunjukan melalui nilai gap antara tingkat kinerja dan tingkat kepentingan sebesar 89,5%. Kemudian berdasarkan hasil Importance Performance Matrix (IPM) kriteria yang perlu ditingkatkan kinerjanya adalah kriteria functional completeness, interoperability, fault tolerance, dan non-repudiation. Terhadap kriteria tersebut perlu dilakukan pengembangan, sehingga kinerja sistem menjadi lebih baik dan mampu memenuhi kebutuhan penggunanya.

Information technology plays an important role in management of an organization so that every process carried out becomes easier and faster. One of the organizations that utilizes information technology is the Ministry of Investment/BKPM, a government agency that provides public services in terms of business licensing through the implementation of the Online Single Submission (OSS) system. The OSS system makes the business licensing process easier and more centralized, allowing businesses to apply through a single window. 

In the context of supporting the licensing process, the OSS system is expected to have good performance, that provide convenience for business actors. However, based on the result of consultation reports, there are still many complaints from users regarding the performance of the OSS system. According to the report, it is necessary to conduct an analysis that explains the performance of the OSS system and the development needed so that the system is able to effectively assist business actors in implementing the business licensing process.

This research was conducted to business actors who acted as users of the OSS system by conducting a survey to assess the level of performance and the level of importance of the OSS system with current conditions using 29 questionnaire items based on the standard reference criteria and sub-criteria ISO 25010: 2011.

Based on the results of the IPA analysis, the gap value between the performance level and the importance level of 89.5% indicates that the current performance level of the OSS system is still lower than that expected by the users. According to the Importance Performance Matrix (IPM), the criteria that should be improved are functional completeness, interoperability, fault tolerance, and non-repudiation. Based on these criteria, development must be performed to make the system perform better and meet the needs of the users.
