Pemanfaatan Teknologi Informasi dan Komunikasi dalam Proses Pemberdayaan UMKM di Daerah Istimewa Yogyakarta (Studi Kasus Platform Pemberdayaan UMKM Sibakul Jogja)

Pemanfaatan TIK dalam konteks pemerintahan perlu mendapat perhatian, apalagi untuk Daerah Istimewa Yogyakarta (DIY) yang memiliki potensi UMKM. Keberadaan potensi ini menjadi peluang bagi pembangunan DIY didukung dengan pemanfaatan TIK. Dinas Koperasi dan UKM DIY sebagai instansi Pemerintah Daerah memiliki tugas dan fungsi melakukan pemberdayaan UMKM. Sibakul Jogja diinisiasi sebagai bentuk adopsi teknologi dalam bidang pemerintahan yang mendukung pelaksanaan pemberdayaan UMKM. Penelitian ini bertujuan untuk mengetahui pemanfaatan TIK dalam proses pemberdayaan melalui Sibakul Jogja yang dianalisis menggunakan konsep pemberdayaan menurut Wrihatnolo dan Dwidjowijoto dan teori UTAUT (Unified Theory Acceptance and Use of Technology). Metode penelitian yang digunakan yaitu kualitatif studi kasus. Penentuan informan dalam penelitian ini menggunakan teknik purposive dengan menggunakan metode pengumpulan data berupa wawancara, observasi, dan dokumentasi. Terdapat sepuluh informan yang berasal dari pemerintah dan pelaku UMKM. Dalam penelitian ini menggunakan metode triangulasi untuk menguji kredibilitas data.
Hasil penelitian ini menunjukkan bahwa pemanfaatan TIK dalam proses pemberdayaan UMKM di DIY melalui Sibaku; Jogja yang dilihat dari tahap penyadaran, pengkapasitasan, dan pendayaan dilakukan untuk mendapatkan, memproses, dan menyebarkan informasi terkait layanan Sibakul Jogja dengan menggunakan handphone, laptop, website, aplikasi, instagram, whatsapp, dan youtube. Dalam pelaksanaannya sudah berjalan, namun masih mengalami kendala terkait pola pikir UMKM, pengetahuan UMKM tentang teknologi, lokasi geografis dan kesiapan dari Dinas KUKM DIY sebagai penyelenggara Sibakul Jogja. Pemanfaatan TIK dalam proses pemberdayaan UMKM ini didukung oleh UTAUT, yang digunakan sebagai alat untuk melihat penerimaan dan penggunaan UMKM terhadap Sibakul Jogja. Penerimaan dan penggunaan UMKM berkaitan dengan keterlibatan UMKM dalam proses pemberdayaan yang dilakukan melalui Sibakul Jogja.
The utilization of ICT in the context of government needs attention, especially for the Special Region of Yogyakarta (DIY) which has the potential of MSMEs. The existence of this potential is an opportunity for DIY development supported by the utilization of ICT. The DIY Cooperative and UKM Office as a Regional Government agency has the task and function of empowering MSMEs. Sibakul Jogja was initiated as a form of technology adoption in the government sector that supports the implementation of MSME empowerment. This study aims to determine the use of ICT in the empowerment process through Sibakul Jogja which is analyzed using the concept of empowerment according to Wrihatnolo and Dwidjowijoto and the UTAUT theory (Unified Theory Acceptance and Use of Technology). The research method used is qualitative case study. Determination of informants in this study using purposive techniques using data collection methods in the form of interviews, observation, and documentation. There are ten informants who come from the government and MSME players. This study uses the triangulation method to test the credibility of the data.
The results of this study indicate that the use of ICT in the process of empowering MSMEs in the DIY through Sibakul Jogja as seen from the stages of awareness, capacity building, and empowerment is carried out to obtain, process, and disseminate informations related to Sibakul Jogja services using cellphones, laptops, websites, applications, Instagram, WhatsApp, and Youtube. In its implementation, it has been running, but it still experiences obstacles related to the mindset of MSME knowledge of technology, geographical location and readiness of the DIY KUKM Office as the organizer of Sibakul Jogja. The utilization of ICT in the MSME empowerment process is supported by UTAUT, which is used as a tool to see the acceptance and use of MSMEs towards Sibakul Jogja. The acceptance and use of MSMEs is related to the involvement of MSMEs in the empowerment process carried out through Sibakul Jogja.
