MANAJEMEN KONFLIK DAN MEDIASI: RESOLUSI KONFLIK PEMBEBASAN LAHAN PEMBANGUNAN DHOHO AIRPORT KEDIRI OLEH PT SURYA DHOHO INVESTAMA DAN WARGA DESA GROGOL

Penulisan skripsi ini bertujuan untuk memberikan hasil penelitian mengenai proses pengelolaan konflik yang terjadi dalam pembebasan lahan untuk pembangunan Dhoho Airport Kediri. Konflik muncul akibat dari perbedaan tujuan dari penggunaan lahan oleh PT Surya Dhoho Investama dan warga Desa Grogol. Skripsi ini melihat peran dari Kepala Desa Grogol dalam penyelesaian konflik berperan sebagai mediator. Pembebasan lahan yang dibutuhkan untuk pembangunan Dhoho Airport Kediri seluas 454,5 Ha keseluruhan dari 3 Kecamatan dan 4 desa dimana mencakup sekitar 200 Ha lahan dari Desa Grogol. Teori yang digunakan dalam penulisan skripsi ini adalah teori dari Deutsch terkait dengan resolusi konflik lahan dan bagaimana manajemen konflik dilaksanakan sebagai upaya resolusi dan mediasi terhadap setiap pihak. Tujuan penelitian adalah mengetahui proses resolusi konflik pembangunan Dhoho Airport Kediri. Jenis penelitian ini adalah kualitatif dengan studi kasus konflik lahan Dhoho Airport Kediri. Metode penelitian yang dilaksanakan adalah dengan melaksanakan wawancara terhadap pihak yang berkepentingan selama proses pembebasan lahan serta observasi untuk melakukan tinjauan langsung bagaimana proses pembebasan lahan di lokasi penelitian.

Akar terjadinya konflik karena terdapat perbedaan pendapat yang berkaitan dengan penggunaan lahan. Eskalasi terjadi ketika warga melakukan berbagai upaya salah satunya penutupan jalan terhadap PT Surya Dhoho Investama untuk melaksanakan pembebasan lahan. Kepala Desa Grogol sebagai mediator melakukan upaya penyelesaian konflik dengan compromising yang disepakati dengan menggabungkan kepentingan sehingga dapat menjadi jalan tengah untuk penyelesaian konflik pembebasan lahan oleh PT Surya Dhoho Investama dan warga Desa Grogol. Pemerintah Desa Grogol dipilih menjadi mediator dikarenakan beberapa unsur terkait netralitas, preferensi, kapabilitas, kedekatan dan kepercayaan. Pemerintah Desa Grogol bertindak sebagai pihak ketiga yang memberikan fasilitas komunikasi dan membantu mengidentifikasi kepentingan sehingga dapat memberikan solusi sebagai kesepakatan yang diterima oleh PT Surya Dhoho Investama dan warga Desa Grogol. Hasil mediasi yang terlihat hingga saat ini adalah kelancaran pembangunan Dhoho Airport Kediri dan warga mendapatkan kompensasi, hak-hak, dan proses keputusan yang melibatkan warga.

The aim of writing is to provide research results regarding the process of managing conflicts that occurred in land acquisition for the construction of Dhoho Airport Kediri. The conflict arose as a result of differences in the objectives of land use by PT Surya Dhoho Investama and the residents of Grogol Village. This thesis looks at the role of the Grogol Village Head in conflict resolution as a mediator. The land acquisition required for the construction of Dhoho Airport Kediri covers an area of 454.5 Ha in total from 3 sub-districts and 4 villages which includes around 200 Ha of land from Grogol Village. The theory used in writing this thesis is Deutsch's theory related to land conflict resolution and how conflict management is implemented as a resolution and mediation effort for each party. The aim of the research is to determine the conflict resolution process for the development of Dhoho Airport Kediri. This type of research is qualitative with a case study of the Dhoho Airport Kediri land conflict. The research method used was to carry out interviews with interested parties during the land acquisition process as well as observations to conduct a direct review of the land acquisition process at the research location.

The root of the conflict is because there are differences of opinion related to land use. The escalation occurred when residents made various efforts, one of which was closing the road to PT Surya Dhoho Investama to carry out land acquisition. The Head of Grogol Village as a mediator made efforts to resolve the conflict by compromising what was agreed upon by combining interests so that it could become a middle way for resolving the land acquisition conflict by PT Surya Dhoho Investama and the residents of Grogol Village. The Grogol Village Government was chosen to be the mediator due to several elements related to neutrality, preference, capability, closeness and trust. The Grogol Village Government acts as a third party that provides communication facilities and helps identify interests so that it can provide solutions as an agreement accepted by PT Surya Dhoho Investama and the residents of Grogol Village. The results of the mediation that are visible to date are the smooth construction of Dhoho Airport Kediri and residents receiving compensation, rights and a decision process involving residents.
